Chief Minister Sukhvinder Singh Sukhu on Tuesday reviewed the progress of the country’s first indigenous Biochar plant being established at Neri in Hamirpur district, describing it as a landmark initiative that will strengthen environmental conservation, generate livelihood opportunities and help Himachal Pradesh emerge as a leader in climate action.<\/p>\n

The Chief Minister said the Biochar project would not only promote sustainable management of forest resources but also enable the State to earn an estimated 28,800 carbon credits over its 10-year operational period, significantly contributing to both environmental protection and economic development.<\/p>\n

The Biochar plant at Neri is being developed under a tripartite agreement signed in August 2025 between Dr. Y.S. Parmar University of Horticulture and Forestry, Nauni, the Forest Department and ProClime Services Private Limited, Chennai. As part of the agreement, two Biochar plants are being established at Neri and Jahu in Hamirpur district.<\/p>\n

Reviewing the ongoing work, the Chief Minister said the project would create employment opportunities for local communities while enhancing public awareness about environmental conservation. The initiative focuses on producing Biochar using biomass collected from pine needles, lantana, bamboo and other tree- and plant-based biomass resources, thereby helping in the scientific management of forest waste and reducing fire hazards.<\/p>\n

Under the programme, biomass collected from local communities is being procured at the rate of Rs. 2.50 per kilogram, along with performance-based incentives to encourage quality collection. The initiative is expected to provide an additional source of income to rural households while supporting sustainable forest management practices.<\/p>\n

The Chief Minister said the project aligns with the State Government’s vision of promoting green development and combating climate change through innovative and sustainable solutions.<\/p>\n

The review meeting also highlighted the HIM Evergreen Integrated Climate-Smart Agriculture and Agro-forestry Programme, which aims to integrate trees into farming systems across 50,000 hectares of eligible agricultural landscapes in Himachal Pradesh. The programme is expected to bring nearly 13.5 million tonnes of carbon dioxide emissions under effective management while improving soil health, enhancing biodiversity and strengthening the resilience of farming communities.<\/p>\n

The programme will also generate measurable climate benefits through carbon sequestration. Modern technologies, including Geographic Information Systems (GIS), remote sensing and digital data collection systems aligned with international carbon market standards, will be deployed for monitoring and implementation.<\/p>\n

Former Executive Director of the United Nations Environment Programme (UNEP) and Advisory Board Member of ProClime, Erik Solheim, reaffirmed the organisation’s commitment to combining scientific expertise with practical on-ground implementation to address the global climate crisis. He appreciated the Himachal Pradesh Government’s efforts in advancing initiatives aimed at reducing carbon emissions and promoting sustainable development.<\/p>\n

Secretary, Environment, Science and Technology and Climate Change, Sushil Kumar Singla, and Founder and Chief Executive Officer of ProClime, Kavin Kumar Kandasamy, were also present during the review meeting, along with other senior officials.<\/p>\n","protected":false},"excerpt":{"rendered":"
