She was accompanied by a high-level delegation comprising senior government officials, business leaders and CEOs. Following wide-ranging discussions, both leaders adopted a comprehensive joint statement titled &#8220;Advancing a Partnership of Strategic Convergence and Trust for Shared Growth, Prosperity and Resilience.&#8221;<\/p>\n<h4>Strategic Partnership in a Changing Global Order<\/h4>\n<p>Recognising the rapidly evolving geopolitical landscape, both leaders reaffirmed their commitment to deepening the India-Japan Special Strategic and Global Partnership. They identified three priority pillars for future cooperation:<\/p>\n<p>&#8211; Defence and security cooperation<\/p>\n<p>&#8211; Economic partnership, including economic security, technology and energy resilience<\/p>\n<p>&#8211; People-to-people exchanges<\/p>\n<p>The leaders described India and Japan as &#8220;natural and indispensable partners&#8221; committed to promoting a free, open, rules-based and prosperous Indo-Pacific region.<\/p>\n<p>Prime Minister Modi welcomed Japan&#8217;s updated Free and Open Indo-Pacific (FOIP) strategy, noting its close alignment with India&#8217;s Indo-Pacific Oceans&#8217; Initiative (IPOI) and MAHASAGAR vision for regional cooperation.<\/p>\n<h4>Defence Cooperation Reaches New Level<\/h4>\n<p>Defence cooperation emerged as one of the summit&#8217;s most significant outcomes.<\/p>\n<p>The two Prime Ministers directed their respective defence and foreign ministers to convene the fourth India-Japan 2+2 Ministerial Dialogue in Tokyo later this year.<\/p>\n<p>They welcomed the successful conduct of the JAIMEX 25 naval exercise and appreciated Japan&#8217;s participation in India&#8217;s International Fleet Review 2026 held in Visakhapatnam.<\/p>\n<p>Both countries agreed to expand cooperation in:<\/p>\n<p>&#8211; Maritime security<\/p>\n<p>&#8211; Maritime domain awareness through satellite technologies<\/p>\n<p>&#8211; Naval maintenance, repair and overhaul (MRO)<\/p>\n<p>&#8211; Defence equipment manufacturing under the &#8220;Make in India&#8221; initiative<\/p>\n<p>&#8211; Defence technology collaboration<\/p>\n<p>Prime Minister Modi welcomed Japan&#8217;s review of its defence equipment transfer policy, expressing hope that it would enable greater defence industrial cooperation.<\/p>\n<p>The leaders also confirmed that negotiations on the UNICORN (Unified Complex Radio Antenna) project have reached agreement in principle and expressed confidence that the project would be concluded soon while exploring additional defence technology collaborations.<\/p>\n<h4>Strong Push for Economic Security<\/h4>\n<p>Economic security figured prominently in the summit discussions.<\/p>\n<p>The two countries expressed serious concern over economic coercion, arbitrary export restrictions, supply chain disruptions and overdependence on any single country for critical technologies and minerals.<\/p>\n<p>To address these challenges, India and Japan adopted the India-Japan Joint Declaration on Economic Security Cooperation, committing to project-based collaboration in strategic sectors including:<\/p>\n<p>&#8211; Semiconductors<\/p>\n<p>&#8211; Critical minerals<\/p>\n<p>&#8211; Information and communication technology<\/p>\n<p>&#8211; Pharmaceuticals<\/p>\n<p>&#8211; Clean energy<\/p>\n<p>The leaders also agreed to simplify export control procedures while ensuring protection of sensitive technologies.<\/p>\n<h4>Energy Security and Clean Energy Cooperation<\/h4>\n<p>Recognising their status as major energy-importing economies, India and Japan pledged deeper cooperation in ensuring energy security.<\/p>\n<p>They reiterated the importance of:<\/p>\n<p>&#8211; Safe navigation through the Strait of Hormuz<\/p>\n<p>&#8211; Stable global energy markets<\/p>\n<p>&#8211; Resilient energy supply chains<\/p>\n<p>&#8211; Joint investments in maritime energy transportation<\/p>\n<p>Prime Minister Takaichi reaffirmed Japan&#8217;s support for India&#8217;s membership of the International Energy Agency (IEA).<\/p>\n<p>The leaders also welcomed the adoption of a Joint Statement on Energy Resilience and agreed to strengthen cooperation on strategic petroleum reserves through technical collaboration and exchange of best practices.<\/p>\n<h4>New Biogas and Hydrogen Initiatives<\/h4>\n<p>Clean energy cooperation received a major boost with the launch of the India-Japan Cooperative Biogas for Growth (CBG) Initiative, aimed at supporting India&#8217;s target of establishing 1,000 biogas and organic fertiliser plants.<\/p>\n<p>A Memorandum of Cooperation was also signed involving Japan&#8217;s Ministry of Economy, Trade and Industry and India&#8217;s Ministry of Cooperation and Department of Animal Husbandry and Dairying.<\/p>\n<p>The leaders reaffirmed cooperation in:<\/p>\n<p>&#8211; Green hydrogen<\/p>\n<p>&#8211; Clean ammonia<\/p>\n<p>&#8211; Solar photovoltaic technologies<\/p>\n<p>&#8211; Nuclear energy<\/p>\n<p>&#8211; Renewable energy technologies<\/p>\n<p>They also reiterated support for the landmark clean ammonia project in Odisha.<\/p>\n<h4>Artificial Intelligence and Digital Cooperation<\/h4>\n<p>Artificial Intelligence emerged as another key pillar of bilateral cooperation.<\/p>\n<p>The two leaders welcomed the inaugural India-Japan AI Strategic Dialogue and adopted a Joint Statement on AI Cooperation.<\/p>\n<p>They agreed to:<\/p>\n<p>&#8211; Strengthen trusted AI ecosystems<\/p>\n<p>&#8211; Promote innovation in AI applications<\/p>\n<p>&#8211; Build resilient AI supply chains<\/p>\n<p>&#8211; Enhance digital infrastructure<\/p>\n<p>&#8211; Balance technological advancement with responsible AI governance<\/p>\n<p>Their cooperation will build upon the principles of the Hiroshima AI Process and the New Delhi Declaration on AI Impact.<\/p>\n<h4>Expanding Investment and Trade<\/h4>\n<p>Japan welcomed improvements in India&#8217;s investment climate and appreciated progress towards the target of 10 trillion Yen in Japanese investment announced during the previous summit.<\/p>\n<p>The leaders agreed to accelerate the review of the Comprehensive Economic Partnership Agreement (CEPA) signed more than 15 years ago to make it more relevant for emerging sectors.<\/p>\n<p>Priority sectors identified include:<\/p>\n<p>&#8211; Logistics<\/p>\n<p>&#8211; Textiles<\/p>\n<p>&#8211; Food processing<\/p>\n<p>&#8211; Agriculture<\/p>\n<p>&#8211; Automobiles<\/p>\n<p>&#8211; Industrial machinery<\/p>\n<p>&#8211; Financial cooperation<\/p>\n<p>&#8211; Local currency transactions<\/p>\n<p>&#8211; Healthcare and pharmaceutical supply chains<\/p>\n<h4>Support for SMEs and Startups<\/h4>\n<p>The summit also focused on promoting small businesses.<\/p>\n<p>Both leaders welcomed:<\/p>\n<p>&#8211; Launch of the India-Japan SME Forum<\/p>\n<p>&#8211; Japanese SME mission to India&#8217;s aeronautical sector<\/p>\n<p>&#8211; Expansion of the Japan-India Startup Support Initiative (JISSI)<\/p>\n<p>They emphasised stronger collaboration between Japanese enterprises and India&#8217;s MSMEs, particularly suppliers located in Tier-II and Tier-III cities.<\/p>\n<h4>Infrastructure and High-Speed Rail<\/h4>\n<p>Infrastructure cooperation remains one of the strongest pillars of bilateral relations.<\/p>\n<p>Japan reaffirmed full support for the Mumbai-Ahmedabad High-Speed Rail Project, expressing confidence in India&#8217;s target to commence commercial operations on priority sections in 2027.<\/p>\n<p>The two sides also discussed:<\/p>\n<p>&#8211; Introduction of the advanced E10 Shinkansen<\/p>\n<p>&#8211; Cooperation on future high-speed rail corridors<\/p>\n<p>&#8211; India&#8217;s vision to build a 7,000-km national high-speed rail network<\/p>\n<p>&#8211; Private sector investment in mobility projects<\/p>\n<p>A Memorandum of Cooperation on the Next-Generation Mobility Partnership was signed during the summit.<\/p>\n<p>Both leaders also highlighted opportunities in shipbuilding and maritime human resource development.<\/p>\n<h4>Science, Technology and Space Collaboration<\/h4>\n<p>India and Japan agreed to strengthen collaboration in frontier technologies.<\/p>\n<p>They welcomed progress in:<\/p>\n<p>&#8211; LUPEX Lunar Polar Exploration Mission<\/p>\n<p>&#8211; Quantum technology cooperation<\/p>\n<p>&#8211; Joint scientific research<\/p>\n<p>&#8211; Academic exchanges<\/p>\n<p>&#8211; Research internships<\/p>\n<p>&#8211; Sakura Science Exchange Programme<\/p>\n<p>&#8211; LOTUS Programme<\/p>\n<p>&#8211; Indo-Japan Cooperative Science Programme<\/p>\n<p>A Letter of Intent on Quantum Technologies was also signed between India&#8217;s Department of Science and Technology and Japan&#8217;s Cabinet Office.<\/p>\n<h4>People-to-People Relations<\/h4>\n<p>The leaders reaffirmed their commitment to expanding educational, cultural and tourism exchanges.<\/p>\n<p>Visitor numbers between the two countries crossed 540,000 in 2025, reflecting steadily growing bilateral ties.<\/p>\n<p>The two governments pledged to promote:<\/p>\n<p>&#8211; Japanese language education in India<\/p>\n<p>&#8211; Student exchange programmes<\/p>\n<p>&#8211; Tourism<\/p>\n<p>&#8211; Cultural exchanges<\/p>\n<p>&#8211; Cooperation in anime, manga, gaming and film industries<\/p>\n<p>They also agreed to strengthen dialogue on consular affairs.<\/p>\n<h4>Greater Role for States and Prefectures<\/h4>\n<p>Recognising the growing role of regional governments, both leaders welcomed enhanced cooperation between Indian states and Japanese prefectures.<\/p>\n<p>Several successful partnerships were highlighted, including collaborations involving Uttar Pradesh, Gujarat, Andhra Pradesh, Maharashtra, Kerala, Tamil Nadu, Telangana and Delhi with various Japanese prefectures and cities.<\/p>\n<h4>Indo-Pacific and Regional Cooperation<\/h4>\n<p>Both leaders reaffirmed their commitment to strengthening cooperation under the Quad, ASEAN and BIMSTEC frameworks.<\/p>\n<p>They agreed to:<\/p>\n<p>&#8211; Enhance maritime security<\/p>\n<p>&#8211; Improve critical mineral supply chains<\/p>\n<p>&#8211; Promote humanitarian assistance<\/p>\n<p>&#8211; Strengthen regional connectivity<\/p>\n<p>&#8211; Prepare for the next Quad Leaders&#8217; Summit<\/p>\n<p>India and Japan also announced preparations for an inaugural trilateral Track 1.5 dialogue involving the Philippines.<\/p>\n<h4>Shared Concerns on Regional Security<\/h4>\n<p>The joint statement expressed concern over several international developments.<\/p>\n<p>Regarding the East China Sea and South China Sea, both leaders opposed unilateral attempts to change the status quo by force or coercion and reiterated that disputes must be resolved peacefully in accordance with international law.<\/p>\n<p>The two countries also expressed concern over:<\/p>\n<p>&#8211; North Korea&#8217;s nuclear and missile programmes<\/p>\n<p>&#8211; The situation in Myanmar<\/p>\n<p>&#8211; Stability in the Middle East<\/p>\n<p>&#8211; Freedom of navigation through the Strait of Hormuz<\/p>\n<p>On Ukraine, both leaders reiterated support for a just and lasting peace consistent with international law and welcomed ongoing diplomatic efforts.<\/p>\n<h4>Cooperation in Africa<\/h4>\n<p>India and Japan agreed to expand development cooperation across Africa by aligning India&#8217;s Africa initiatives with Japan&#8217;s TICAD framework.<\/p>\n<p>Both countries will promote trade, industrial development and investment across the continent through a new strategic cooperation outlook.<\/p>\n<h4>UNSC Reform<\/h4>\n<p>India and Japan renewed their commitment to reforming the United Nations Security Council.<\/p>\n<p>The two countries reiterated mutual support for each other&#8217;s candidature for permanent membership of a reformed Security Council and also agreed to support each other&#8217;s campaigns for non-permanent seats during 2028\u201329 and 2033\u201334.<\/p>\n<h4>Strong Stand Against Terrorism<\/h4>\n<p>The two Prime Ministers strongly condemned terrorism in all its forms, including cross-border terrorism.<\/p>\n<p>They condemned:<\/p>\n<p>&#8211; The terrorist attack in Pahalgam on April 22, 2025<\/p>\n<p>&#8211; The Delhi terror attack on November 10, 2025<\/p>\n<p>The leaders called for bringing perpetrators, organisers and financiers of terrorism to justice without delay.<\/p>\n<p>They also urged stronger global action against UN-designated terrorist organisations, including Al-Qaeda, ISIS\/Daesh, Lashkar-e-Taiba and Jaish-e-Mohammed, while emphasising the need to eliminate terrorist financing networks and safe havens.<\/p>\n<h4>Looking Ahead<\/h4>\n<p>Celebrating 75 years of diplomatic relations as the India-Japan Year of Shared Horizons, both leaders reaffirmed their commitment to further expanding the Special Strategic and Global Partnership through sustained cooperation in defence, technology, infrastructure, energy, trade, innovation and regional security.<\/p>\n<p>Prime Minister Takaichi invited Prime Minister Narendra Modi to visit Japan next year for the 17th India-Japan Annual Summit, an invitation that Prime Minister Modi accepted.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>India, Japan Elevate Strategic Partnership at 16th Annual Summit;
