The United States, Japan and the Republic of Korea (ROK) have signed a Memorandum of Cooperation (MOC) to jointly promote the deployment of small modular reactors (SMRs) in third countries, marking a significant step in strengthening trilateral collaboration on clean energy, energy security and advanced nuclear technology.<\/p>\n

The agreement was signed during a trilateral meeting attended by U.S. Secretary of State Marco Rubio, Japanese Foreign Minister Motegi Toshimitsu and South Korean Foreign Minister Cho Hyun. The leaders described the pact as a concrete outcome of the three countries’ growing strategic partnership.<\/p>\n

Speaking at the signing ceremony, Secretary Rubio said the agreement reflects the importance of delivering tangible results through trilateral cooperation. He emphasized that energy security has become one of the world’s most pressing concerns, particularly amid ongoing geopolitical tensions affecting global energy supplies.<\/p>\n

Rubio said the memorandum would enable the three nations to work together on the development and deployment of SMRs, describing the technology as the future of safe, efficient and cost-effective power generation. He noted that stronger cooperation in advanced nuclear energy would help improve energy resilience while boosting economic growth.<\/p>\n

The U.S. Secretary also welcomed the continued engagement between Japan and South Korea, describing their bilateral relationship as an essential pillar of regional stability. He acknowledged that ties between the two allies had faced challenges in the past but said the relationship has strengthened significantly over the last several years, with the United States encouraging closer cooperation between the two nations.<\/p>\n

Japanese Foreign Minister Motegi Toshimitsu welcomed the signing of the memorandum, calling it an important achievement in the trilateral partnership. He said that since October last year, the three countries have made steady progress in areas including strengthening critical mineral supply chains and addressing North Korea’s cyber threats. Motegi expressed hope that the latest agreement would further deepen practical cooperation in advanced energy technologies.<\/p>\n

South Korean Foreign Minister Cho Hyun congratulated the United States on the occasion of America’s 250th anniversary and reaffirmed Seoul’s commitment to the U.S.-ROK alliance and trilateral cooperation with Japan. He described SMRs as one of several promising areas where the three countries can work together to address global challenges.<\/p>\n

Cho also praised Secretary Rubio’s diplomatic efforts in promoting peace in the Middle East and other regions, saying such initiatives contribute to international stability and benefit the wider global community.<\/p>\n

Following the leaders’ remarks, representatives of the three countries formally signed the Memorandum of Cooperation.<\/p>\n
