Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu on Thursday announced that the state government will develop disaster-resilient infrastructure worth approximately Rs. 3,500 crore to strengthen the state’s ability to withstand natural disasters and reduce future losses caused by climate-related events.<\/p>\n

The Chief Minister made the announcement while presiding over the valedictory session of the high-level workshop titled “Towards Resilience Infrastructure Planning in the Western Himalaya” at the Dr. Manmohan Singh Himachal Pradesh Institute of Public Administration (HIPA) in Shimla.<\/p>\n

Addressing policymakers, experts and officials, Sukhu said that Himachal Pradesh’s mountainous terrain and fragile ecology have made it increasingly vulnerable to natural disasters, necessitating a long-term strategy focused on resilient infrastructure and sustainable development.<\/p>\n

Lessons from the 2023 Disaster<\/h4>\n

Recalling the devastating monsoon disaster of 2023, the Chief Minister said nearly 75,000 tourists were stranded across the state following widespread destruction caused by heavy rainfall, landslides and flash floods. He said the government, with coordinated efforts from ministers, district administrations and emergency agencies, successfully evacuated all stranded tourists and restored essential services on a war footing.<\/p>\n

He particularly appreciated the efforts of Revenue Minister Jagat Singh Negi and MLA Sanjay Awasthi, who personally led rescue operations to evacuate nearly 300 stranded tourists from Chandratal Lake under challenging conditions.<\/p>\n

Sukhu said the 2023 disaster caused unprecedented damage, completely destroying around 23,000 houses and claiming 51 lives. In response, the state government introduced historic changes to its relief policy by increasing compensation for fully damaged houses from Rs. 1.30 lakh to Rs. 8 lakh, providing greater financial support to affected families.<\/p>\n

He added that the experience gained during the 2023 disaster significantly improved the government’s preparedness and response mechanisms, enabling authorities to deal more effectively with the 2025 disaster, thereby limiting losses despite the severity of the situation.<\/p>\n

Climate Change Increasing Disaster Risks<\/h4>\n

Highlighting the growing impact of climate change, the Chief Minister said the increasing frequency of cloudburst incidents in Himachal Pradesh is linked to changing climatic conditions and enhanced evaporation from reservoirs created by large hydroelectric dams.<\/p>\n

He warned that while Himachal Pradesh is currently facing these challenges, similar impacts are likely to affect other states in the future. Sukhu stressed that governments must take bold policy decisions and adopt new development practices to reduce disaster risks.<\/p>\n

“The state government is fully prepared to take necessary decisions in the larger public interest to mitigate future losses,” he said.<\/p>\n

Tourism and Sustainable Development<\/h4>\n

The Chief Minister noted that Himachal Pradesh’s natural beauty makes tourism one of the state’s most important economic sectors, supporting the livelihoods of thousands of families. He said the government is working to promote sustainable tourism while pursuing its broader vision of making Himachal Pradesh a self-reliant state.<\/p>\n

Congratulating the organisers of the workshop, Sukhu said the event was not only about infrastructure planning but about creating a safer, more resilient and inclusive future for Himachal Pradesh. He expressed confidence that the recommendations emerging from the deliberations would play a significant role in shaping future state policies.<\/p>\n

Report and Digital Portal Launched<\/h4>\n

During the event, the Chief Minister released a report titled “Towards Resilient Himachal Pradesh: Lessons and Recommendations from the 2023 and 2025 Hydro-Meteorological Disasters.”<\/p>\n

He also launched the Himachal Social Impact Assessment Management System (SIAU Portal), describing it as an important digital platform that will improve data-driven governance, strengthen coordination among departments and enhance administrative efficiency.<\/p>\n

Experts Call for Climate-Resilient Planning<\/h4>\n

State Disaster Management Authority Vice Chairman Deepak Rathore said the Western Himalaya is an ecologically fragile region where disasters have increased significantly in recent years. He advocated integrating disaster resilience into infrastructure planning, strengthening early warning systems, continuous monitoring of vulnerable glacial lakes and developing separate engineering standards suited to mountain regions. He also stressed the importance of public awareness in reducing disaster risks.<\/p>\n

Chief Secretary K.K. Pant described climate change as one of the state’s biggest challenges, noting that the disasters of 2023 and 2025 caused extensive damage to infrastructure and resulted in significant loss of life. He said the government’s objective extends beyond reconstruction to creating resilient infrastructure capable of withstanding future climate challenges, while also strengthening institutional capacity for disaster management.<\/p>\n

Former NITI Aayog member Dr. V.K. Paul said global warming has intensified Himachal Pradesh’s developmental challenges and called for a comprehensive, multi-sectoral policy approach involving all stakeholders. Referring to the 2023 disaster as a wake-up call, he stressed the need for timely and decisive action to build resilient infrastructure and minimize future losses.<\/p>\n
