Ahead of World Drowning Prevention Day, observed annually on July 25, the World Health Organization (WHO) has launched a comprehensive technical package titled PROTECT, outlining seven evidence-based strategies designed to help governments and communities significantly reduce drowning-related deaths worldwide.<\/p>\n

The announcement was made in Accra, Ghana, where WHO highlighted the urgent need for coordinated global action against one of the world’s most preventable causes of death.<\/p>\n

Nearly 300,000 Lives Lost Every Year<\/h4>\n

According to WHO, nearly 300,000 people die from drowning each year, making it one of the leading causes of preventable deaths globally. Drowning remains among the top ten causes of death for children aged 5\u201314 years, with the overwhelming majority of fatalities occurring in low- and middle-income countries, which account for more than 90 percent of all drowning deaths.<\/p>\n

Most drowning incidents occur in everyday environments such as rivers, lakes, wells, domestic water storage containers, irrigation canals, and swimming pools, highlighting the need for stronger water safety measures at both community and national levels.<\/p>\n

Climate Change Increasing Drowning Risks<\/h4>\n

WHO warned that climate change is amplifying drowning risks by increasing the frequency and intensity of floods, storms, and heatwaves.<\/p>\n

Research cited by the organization indicates that higher temperatures also contribute to increased drowning incidents. In the United Kingdom, studies have shown that drowning deaths rise by 7.2 percent for every 1\u00b0C increase in temperature. Furthermore, the likelihood of drowning is nearly five times higher on days when temperatures exceed 25\u00b0C compared to days below 10\u00b0C.<\/p>\n

The organization emphasized that extreme weather events and changing climate conditions make stronger disaster preparedness and water safety interventions more urgent than ever.<\/p>\n

WHO Calls Drowning a Preventable Tragedy<\/h4>\n

WHO Director-General Dr. Tedros Adhanom Ghebreyesus described drowning as a preventable public health crisis and urged countries to adopt the new framework.<\/p>\n

\u201cEvery drowning is a tragedy, and most are preventable. The seven PROTECT strategies give countries practical, evidence-based approaches to prevent these tragedies, including making water transport safer, teaching school children to swim, and preparing for floods. Drowning prevention isn’t the job of one ministry; it belongs to everyone, and the lives it saves are the reward,\u201d he said.<\/p>\n

The Seven PROTECT Strategies<\/h4>\n

The newly introduced PROTECT package translates the Global Strategy for Drowning Prevention, launched in 2025 by the WHO-hosted Global Alliance for Drowning Prevention, into practical policy guidance.<\/p>\n

The seven key areas of action include:<\/p>\n

Physical infrastructure that promotes safe interaction with water.<\/p>\n

Rescue and resuscitation capabilities for both bystanders and professional emergency responders.<\/p>\n

Occupational safety measures for people working in or around water.<\/p>\n

Transport safety standards for boats and other water-based travel.<\/p>\n

Education in swimming and water safety, especially for children and young people.<\/p>\n

Strengthening child-care systems and safeguarding to better protect children from drowning risks.<\/p>\n

Preparedness for floods and other multi-hazard emergencies to reduce disaster-related drowning.<\/p>\n

WHO said these interconnected strategies provide governments with practical tools to develop effective national drowning prevention programmes.<\/p>\n

Ghana Chosen for Global Launch<\/h4>\n

WHO selected Ghana as the venue for launching the PROTECT package in recognition of the country’s growing commitment to improving water safety.<\/p>\n

According to WHO estimates, approximately 1,100 people die from drowning each year in Ghana, equivalent to around three deaths every day. Children and young adults are among the most vulnerable groups.<\/p>\n

The organization said Ghana’s leadership demonstrates how countries can prioritize evidence-based policies to reduce drowning and improve community safety.<\/p>\n

Bloomberg Philanthropies Reaffirms Support<\/h4>\n

The initiative has received continued support from Bloomberg Philanthropies, which has partnered with WHO on drowning prevention since 2014.<\/p>\n

Dr. Kelly Henning, who leads the public health programme at Bloomberg Philanthropies, said the framework would strengthen global efforts to save lives<\/p>\n

\u201cThis framework will save lives while building on the progress governments around the world are making to prevent drowning deaths in their countries. Bloomberg Philanthropies has worked with governments worldwide to implement proven, effective strategies that reduce drowning deaths. We applaud the World Health Organization for its leadership on this issue and look forward to continuing to support it and local governments as they use the PROTECT technical package,\u201d she said.<\/p>\n

Over the past decade, the partnership has contributed to the development of global best practices and technical guidance on drowning prevention.<\/p>\n

Call for Collective Action<\/h4>\n

This year’s World Drowning Prevention Day will be observed under the theme “Unite to Turn the Tide,” emphasizing the importance of collaboration among governments, health agencies, communities, educators, and emergency responders.<\/p>\n

WHO urged countries to integrate drowning prevention into broader public health, climate adaptation, disaster risk reduction, education, and transport safety policies.<\/p>\n

With the launch of the PROTECT technical package, the organization hopes governments around the world will adopt evidence-based interventions that can prevent thousands of unnecessary deaths each year and make communities safer in the face of growing climate-related risks.<\/p>\n","protected":false},"excerpt":{"rendered":"
