The Israeli government has launched a coordinated campaign involving government ministries, law enforcement agencies and state-owned companies to strengthen the fight against organized crime and prevent criminal groups from influencing public tenders and national infrastructure projects.<\/p>\n

The initiative follows a directive from Prime Minister Benjamin Netanyahu to intensify efforts against organized crime and establish stronger oversight mechanisms to prevent criminal organizations from penetrating government contracts and state-owned enterprises.<\/p>\n

Senior officials from government ministries, law enforcement bodies and chief executives of Israel\u2019s largest state-owned companies participated in a special conference held at the Israel Electric Corporation site in Rishon LeZion. The conference focused on challenges faced by state-owned companies in dealing with organized crime threats and developing practical mechanisms to counter them.<\/p>\n

Focus on extortion, tender manipulation and criminal influence<\/h4>\n

During the conference, officials discussed operational strategies to address threats including protection racketeering, extortion attempts and efforts by criminal groups to gain control over public tenders.<\/p>\n

The event was jointly organized by the Prime Minister\u2019s Office Headquarters for Combating Crime in the Arab Sector and the Government Companies Authority.<\/p>\n

Data presented by the Government Companies Authority during the conference highlighted concerns over attempts by criminal organizations to infiltrate tenders of state-owned enterprises. In response, participants agreed to establish stronger cooperation between state companies, government ministries, regulators and law enforcement agencies.<\/p>\n

New measures to strengthen tender oversight<\/h4>\n

Officials agreed to examine the possibility of promoting an amendment to the Public Entities Transactions Law during the election period. The proposed amendment aims to enhance government mechanisms for preventing criminal corporations from accessing public tenders.<\/p>\n

It was also decided that the forum established through the conference will continue meeting regularly to bring together relevant authorities and develop a systematic approach to tackling organized crime-related challenges.<\/p>\n

Economic security and public trust at the centre of initiative<\/h4>\n

Director of the Prime Minister\u2019s Office Headquarters for Combating Crime in the Arab Sector, Roee Kahlon, said organized crime represents a strategic threat to Israel\u2019s economy and national interests.<\/p>\n

He said the government is working to dismantle the economic foundations of criminal organizations by strengthening cooperation between civil, criminal and economic enforcement agencies. He added that collaboration with the Government Companies Authority would help block illegal financial channels and protect legitimate contractors and service providers.<\/p>\n

Director of the Government Companies Authority, CPA Roee Kahlon, said state-owned companies manage assets worth more than NIS 300 billion, invest tens of billions of shekels annually and play a key role in developing Israel\u2019s national infrastructure.<\/p>\n

He emphasized that maintaining a business environment free from criminal influence is essential to ensuring fair competition, responsible management of public funds and maintaining public confidence.<\/p>\n

Multi-agency participation to strengthen enforcement<\/h4>\n

The conference included professional roundtable discussions involving senior representatives from key government and enforcement bodies, including:<\/p>\n

Ministry of Justice and State Attorney\u2019s Office<\/p>\n

Israel Tax Authority<\/p>\n

Competition Authority<\/p>\n

National Bureau for Counter Terror Financing (NBCTF) at the Ministry of Defense<\/p>\n

Ministry of Construction and Housing<\/h4>\n

Representatives from the Ministry of Finance, National Security Council, Enforcement and Collection Authority and other government agencies also participated.<\/p>\n

Discussions focused on combating protection rackets, preventing criminal groups from entering public procurement processes and safeguarding public officials facing threats.<\/p>\n
