The inaugural meeting established a permanent institutional mechanism aimed at expanding bilateral trade, promoting investments, resolving market access issues, and enhancing cooperation across several strategic sectors.<\/p>\n<p>The Indian delegation was led by Joint Secretary in the Department of Commerce, Amit Kumar, while the Rwandan delegation was headed by Director General for Asia, Pacific and Middle East Affairs at Rwanda&#8217;s Ministry of Foreign Affairs and International Cooperation, Virgile Rwanyagatare.<\/p>\n<h4>Permanent Mechanism for Trade Cooperation<\/h4>\n<p>In his inaugural address, Additional Secretary, Department of Commerce, Yashvir Singh, described the first JTC session as a milestone in India-Rwanda economic relations. He said the committee would serve as a structured and periodic apex mechanism to review bilateral commerce, diversify the trade basket, encourage two-way investments, and address logistical and trade-related challenges.<\/p>\n<p>The meeting also reaffirmed both countries&#8217; commitment to deepening economic engagement through regular consultations and coordinated implementation of agreed initiatives.<\/p>\n<h4>Focus on Expanding Bilateral Trade<\/h4>\n<p>During the discussions, both sides reviewed the current trade scenario between India and Rwanda and agreed to intensify efforts to diversify bilateral trade while promoting stronger business-to-business engagement.<\/p>\n<p>India&#8217;s major exports to Rwanda currently include:<\/p>\n<p>Pharmaceutical formulations and biological products<\/p>\n<p>Two-wheelers and three-wheelers<\/p>\n<p>Industrial and electrical machinery<\/p>\n<p>Oil meals<\/p>\n<p>Iron and steel products<\/p>\n<p>Meanwhile, Rwanda exports to India primarily consist of:<\/p>\n<p>Lead<\/p>\n<p>Copper<\/p>\n<p>Essential oils<\/p>\n<p>Spices<\/p>\n<p>Processed agricultural products<\/p>\n<p>Minerals<\/p>\n<p>Precious and semi-precious stones<\/p>\n<p>India highlighted substantial export potential in sectors such as:<\/p>\n<p>Heavy engineering equipment<\/p>\n<p>Pharmaceuticals and medical devices<\/p>\n<p>Refined petroleum products<\/p>\n<p>Textiles<\/p>\n<p>Marine products<\/p>\n<p>Plastics<\/p>\n<p>Sports goods and toys<\/p>\n<p>Gems and jewellery<\/p>\n<p>Scientific instruments<\/p>\n<p>Officials noted that India continues to be Rwanda&#8217;s largest supplier of pharmaceutical products, accounting for nearly 24.5 percent of Rwanda&#8217;s pharmaceutical imports.<\/p>\n<p>On the other hand, Rwanda identified several products with strong export potential to India, including:<\/p>\n<p>Chillies<\/p>\n<p>Macadamia nuts<\/p>\n<p>French beans<\/p>\n<p>Avocados<\/p>\n<p>Tea and coffee<\/p>\n<p>Essential oils<\/p>\n<p>Horticultural products<\/p>\n<p>Minerals and precious stones<\/p>\n<h4>\nCooperation on Standards<\/h4>\n<p>The two countries also discussed strengthening cooperation on quality standards and certification. They agreed to pursue capacity-building initiatives between the Bureau of Indian Standards (BIS) and the Rwanda Standards Board, which is expected to facilitate smoother trade by harmonising technical standards.<\/p>\n<h4>Strengthening Investment Partnership<\/h4>\n<p>Investment cooperation emerged as another major focus of the meeting.<\/p>\n<p>Rwanda informed the Indian side that India is its second-largest foreign investor as of 2025 and highlighted attractive investment opportunities across several sectors, including:<\/p>\n<p>Mining<\/p>\n<p>Agro-processing<\/p>\n<p>Affordable housing<\/p>\n<p>Manufacturing<\/p>\n<p>Healthcare<\/p>\n<p>Tourism<\/p>\n<p>Financial services<\/p>\n<p>Information and Communication Technology (ICT)<\/p>\n<p>To facilitate greater investment flows, both countries designated Invest India and the Rwanda Development Board as focal agencies under the JTC framework.<\/p>\n<p>The two sides also agreed to exchange annual calendars of:<\/p>\n<p>Trade fairs<\/p>\n<p>Business forums<\/p>\n<p>Buyer-Seller Meets<\/p>\n<p>These initiatives are expected to create greater networking opportunities for businesses from both countries.<\/p>\n<h4>Rwanda Highlights Gateway to African Markets<\/h4>\n<p>Rwanda showcased its strategic geographical position as an entry point to major African regional markets, including:<\/p>\n<p>East African Community (EAC)<\/p>\n<p>Common Market for Eastern and Southern Africa (COMESA)<\/p>\n<p>African Continental Free Trade Area (AfCFTA)<\/p>\n<p>Officials said this provides Indian companies with access to a much larger consumer market across Africa, making Rwanda an attractive destination for investment and regional business expansion.<\/p>\n<h4>Critical Minerals Take Centre Stage<\/h4>\n<p>One of the most significant outcomes of the meeting was the decision to strengthen cooperation in critical minerals, an area of growing global importance.<\/p>\n<p>India expressed interest in deeper collaboration involving Rwanda&#8217;s rich reserves of:<\/p>\n<p>Tin<\/p>\n<p>Tungsten<\/p>\n<p>Tantalum<\/p>\n<p>The two countries proposed institutional cooperation between the Geological Survey of India and the Rwanda Mines, Petroleum and Gas Board to facilitate exploration, research and sustainable development of mineral resources.<\/p>\n<p>Healthcare and Pharmaceutical Cooperation<\/p>\n<p>Healthcare emerged as another priority sector.<\/p>\n<p>Both sides noted that a Memorandum of Understanding (MoU) between the health authorities of India and Rwanda is at an advanced stage of finalisation and is expected to be signed soon.<\/p>\n<p>India also proposed:<\/p>\n<p>Recognition of the Indian Pharmacopoeia<\/p>\n<p>Expanded cooperation in traditional medicine<\/p>\n<p>Greater collaboration in pharmaceutical regulation and healthcare services<\/p>\n<p>Wider Sectoral Collaboration<\/p>\n<p>Beyond trade and investment, discussions covered cooperation across several emerging sectors, including:<\/p>\n<p>Agriculture and agro-processing<\/p>\n<p>Market access for avocados<\/p>\n<p>Textiles and leather<\/p>\n<p>Green mobility<\/p>\n<p>Digital Public Infrastructure (DPI)<\/p>\n<p>Fintech<\/p>\n<p>Cybersecurity<\/p>\n<p>Renewable energy<\/p>\n<p>India also reiterated its commitment to supporting Rwanda&#8217;s capacity-building efforts through flagship initiatives such as:<\/p>\n<p>Indian Technical and Economic Cooperation (ITEC) Programme<\/p>\n<p>Study in India initiative<\/p>\n<p>Skill India Mission<\/p>\n<p>The support will include strengthening Rwanda&#8217;s Technical and Vocational Education and Training (TVET) ecosystem through training and skill development.<\/p>\n<h4>Implementation and Future Roadmap<\/h4>\n<p>The discussions concluded in what both sides described as a cordial and constructive atmosphere.<\/p>\n<p>Commerce Secretary Rajesh Agrawal congratulated both delegations for advancing bilateral commercial ties and stressed the importance of close monitoring and timely implementation of all decisions recorded in the Agreed Minutes.<\/p>\n<p>The Agreed Minutes were formally signed in New Delhi on July 31, 2026.<\/p>\n<p>Both countries agreed to convene the second session of the India\u2013Rwanda Joint Trade Committee in Rwanda after one year, on mutually convenient dates through diplomatic channels.<\/p>\n<p>The inaugural JTC meeting marks a significant milestone in India-Rwanda relations and reflects both nations&#8217;
