ASEAN-India Ministers Advance Cooperation on Climate-Resilient Agriculture, AI and Food Security.<\/h1>\n

The Ninth ASEAN-India Ministerial Meeting on Agriculture and Forestry (9th AIMMAF), held in New Delhi on September 9, 2026, reaffirmed the commitment of ASEAN and India to strengthen cooperation in food security, sustainable agriculture, forestry, digital innovation and resilient agricultural value chains.<\/p>\n

The meeting was co-chaired by Francisco P. Tiu Laurel, Secretary, Department of Agriculture, the Philippines, representing the Chair of the ASEAN Ministers on Agriculture and Forestry, and Shivraj Singh Chouhan, Minister of Agriculture and Farmers Welfare, representing India.<\/p>\n

The meeting emphasised that cooperation in food, agriculture and forestry remains an important and mutually beneficial component of the ASEAN-India Comprehensive Strategic Partnership. The two sides agreed to advance initiatives aimed at strengthening food security and nutrition, improving farmers’ livelihoods, promoting sustainable and low-emission development, encouraging research and innovation, enhancing rural prosperity and building resilience in agricultural and forest systems.<\/p>\n

Focus on Food Security and Resilient Supply Chains<\/h4>\n

The ministers welcomed ASEAN 2045: Our Shared Future and the ASEAN Community Vision 2045, which seek to build a resilient, innovative, dynamic and people-centred ASEAN.<\/p>\n

They also welcomed the ASEAN Leaders’ Declaration on the Vision for Food, Agriculture and Forestry Towards 2045 and the ASEAN Food, Agriculture and Forestry Sectoral Plan 2026-2030. These initiatives provide a strategic framework for developing a sustainable, inclusive, resilient and secure agriculture and forestry sector while protecting the environment, supporting farmers and addressing climate change.<\/p>\n

The meeting discussed the impact of global uncertainties on food, agriculture and forestry, including climate change, extreme weather events, geopolitical and economic tensions, fluctuations in energy and fertiliser prices, agricultural input market volatility, trade and logistics disruptions, and plant and animal health risks.<\/p>\n

ASEAN and India stressed the need to maintain the uninterrupted flow of food and essential agricultural inputs such as fertilisers, seeds and pesticides. They also called for stronger regional monitoring and early-warning mechanisms, diversification of supply sources and greater support for smallholder farmers and vulnerable communities.<\/p>\n

The two sides agreed to deepen practical cooperation to develop food and agricultural systems that are resilient, sustainable and responsive to emerging challenges.<\/p>\n

Progress Under 2021-2025 Cooperation Plan<\/h4>\n

The meeting reviewed the progress made under the ASEAN-India Medium-Term Plan of Action for Cooperation in Agriculture and Forestry 2021-2025.<\/p>\n

During the five-year period, ASEAN and India strengthened policy dialogue and cooperation in food security, climate-resilient and sustainable agriculture, nature conservation, sustainable soil management, digitalisation, science and technology, human-resource development, institutional exchanges and farmer-to-farmer knowledge sharing.<\/p>\n

Among the major achievements was the ASEAN-India Joint Leaders’ Statement on Strengthening Food Security and Nutrition in Response to Crises.<\/p>\n

The two sides also highlighted the ASEAN-India Millets Festivals held in Jakarta and New Delhi in 2023. The festivals promoted millets as nutritious and climate-resilient crops while encouraging dietary diversification and sustainable food systems.<\/p>\n

Another major initiative was the launch in 2024 of the ASEAN-India Fellowship for Higher Education in Agriculture and Allied Sciences, which provides 50 Master’s-level fellowships over five years for students from ASEAN Member States.<\/p>\n

Cooperation also progressed in areas such as smart farming, soil health, artificial intelligence, the Internet of Things and machine learning for precision agriculture.<\/p>\n

AI and Digital Agriculture to Get Greater Attention<\/h4>\n

The meeting stressed the need to strengthen connections between research institutions, innovation and technology developers, technology-transfer agencies, agricultural advisory and extension services, the private sector and farmers’ organisations.<\/p>\n

The objective is to reduce the gap between technology development and its practical application in the field and enable successful technologies to be scaled up for wider use by farmers.<\/p>\n

Under the proposed ASEAN-India Medium-Term Plan of Action for Cooperation in Agriculture and Forestry 2026-2030, cooperation will focus on four broad and mutually reinforcing areas.<\/p>\n

These include policy dialogue; food security, trade, investment and resilient value chains; institutional networking and digital innovation; capacity building and joint research; and human-resource development, farmer exchanges and inclusive rural enterprises.<\/p>\n

New Areas of Cooperation Identified<\/h4>\n

The meeting agreed that implementation of the new plan should focus on practical, scalable and farmer-centred initiatives.<\/p>\n

Potential areas include low-emission rice cultivation and improved water productivity, digital agriculture and forestry, and the use of artificial intelligence, Internet of Things and other emerging technologies.<\/p>\n

The two sides will also explore cooperation in soil health, bio-inputs, climate-resilient and nutritious crops, food safety, post-harvest management and reduction of food loss and waste.<\/p>\n

Alternatives to open crop-residue burning and circular bioeconomy solutions were also identified as important areas for cooperation.<\/p>\n

In forestry, the cooperation agenda will cover sustainable forest management, forest and landscape restoration, agroforestry, forest monitoring, responsible forest-based value chains and community-based forest enterprises.<\/p>\n

The meeting encouraged greater participation by research and educational institutions, farmers’ organisations, cooperatives, micro, small and medium enterprises, private-sector entities, financial institutions and development partners.<\/p>\n

Focus on Markets, Processing and Logistics<\/h4>\n

ASEAN and India agreed to strengthen market connectivity and improve access to markets for agricultural and forestry products.<\/p>\n

The ministers called for greater cooperation in value-added processing, preservation technologies and post-harvest management to improve product quality and enhance value addition.<\/p>\n

They also emphasised the importance of better agricultural and forestry logistics and connectivity to facilitate the movement and distribution of products across the region.<\/p>\n

Results-Oriented Implementation<\/h4>\n

The meeting tasked the relevant senior officials and ASEAN-India working mechanisms with translating the new Medium-Term Plan into a results-oriented rolling work programme.<\/p>\n

The programme is expected to establish clear priorities, identify lead agencies, specify expected outputs and timelines, and identify possible sources of financial and technical support.<\/p>\n

The meeting encouraged effective mobilisation of available ASEAN-India funding mechanisms, voluntary national resources and other mutually agreed forms of support, subject to applicable rules and procedures.<\/p>\n

Progress will be regularly monitored to ensure timely implementation, measurable benefits and the scaling-up of successful initiatives.<\/p>\n

The ministers agreed to convene the Tenth ASEAN-India Ministerial Meeting on Agriculture and Forestry in 2028.<\/p>\n
