No Charges on UPI Transactions Up to Rs. 2,000; Government Yet to Decide on MDR for Higher-Value Payments.<\/h1>\n

The government has directed banks and payment system providers not to levy any charges on Unified Payments Interface (UPI) transactions of up to Rs. 2,000, as well as payments made through RuPay debit cards.<\/p>\n

The decision has been notified through a gazette notification dated September 14, which makes it clear that customers and recipients cannot be charged, either directly or indirectly, for eligible UPI transactions or RuPay debit card payments.<\/p>\n

According to the notification, no bank or payment system provider shall impose any charge on a person making or receiving a payment through a RuPay debit card or through UPI for transactions up to Rs. 2,000.<\/p>\n

The move provides regulatory clarity on charges for small-value digital payments and is expected to ensure that consumers continue to have access to low-cost digital payment facilities.<\/p>\n

MDR for transactions above Rs. 2,000 remains unclear<\/p>\n

While the government has specifically prohibited charges on UPI transactions up to Rs. 2,000, it has not yet clarified whether a Merchant Discount Rate (MDR) would be applicable to UPI transactions above the Rs. 2,000 threshold.<\/p>\n

MDR is a fee generally associated with digital payments and is typically borne by merchants. Until now, UPI transactions have not attracted MDR, irrespective of the transaction value, allowing merchants to accept UPI payments without paying a transaction fee.<\/p>\n

The latest notification, however, does not specify whether the government intends to introduce or permit MDR on higher-value UPI transactions.<\/p>\n

As a result, the treatment of UPI payments above Rs. 2,000 remains a key issue awaiting further clarification.<\/p>\n

What the notification means<\/h4>\n

The notification effectively guarantees that users making or receiving UPI payments of up to Rs. 2,000 will not face transaction charges from banks or payment system providers. The same protection applies to payments made through RuPay debit cards.<\/p>\n

The provision also covers charges imposed indirectly, meaning banks and payment system providers cannot structure or pass on fees to users in a manner that effectively results in a charge for these transactions.<\/p>\n

The government’s decision comes at a time when UPI has become one of India’s most widely used digital payment systems, with consumers and businesses increasingly relying on it for everyday transactions.<\/p>\n

For now, therefore, UPI payments up to Rs. 2,000 remain charge-free, while the question of whether merchants will have to pay MDR on transactions exceeding Rs. 2,000 remains undecided.<\/p>\n

Further clarification from the government or the relevant regulatory authorities is expected to determine the treatment of higher-value UPI payments.<\/p>\n","protected":false},"excerpt":{"rendered":"
