State to Get 211 MW Free Power; CM Says Government Secured Key Benefits After Three Years of Negotiations.<\/h2>\n

Chief Minister Sukhvinder Singh Sukhu said the Kishau Power Project would provide significant economic benefits to Himachal Pradesh and is expected to generate around Rs 1,200 crore in annual revenue for the state once the project is completed.<\/p>\n

Interacting informally with the media in New Delhi following the signing of the Memorandum of Understanding (MoU) with various states for the Kishau Power Project, Sukhu said the state government had accorded the highest priority to safeguarding Himachal Pradesh\u2019s interests during negotiations.<\/p>\n

He said one of the biggest gains for Himachal Pradesh under the agreement would be the allocation of 211 MW of electricity generated from the Kishau Dam without the state having to bear the cost of generation. According to the Chief Minister, the expenditure on generation, which could have run into thousands of crores of rupees, would now be borne by the states utilising the project\u2019s water.<\/p>\n

CM Sukhu said the project was earlier estimated to generate around Rs 600 crore annually for Himachal Pradesh. However, revised calculations indicate that the state\u2019s annual income could reach approximately Rs 1,200 crore after completion of the project. He said the additional revenue would strengthen the state\u2019s economy and ultimately benefit the people of Himachal Pradesh.<\/p>\n

Three Years of Negotiations<\/h4>\n

The Chief Minister described the agreement as a significant achievement for Himachal Pradesh, particularly in protecting the state\u2019s interests in the use of its water resources.<\/p>\n

He said that under the earlier agreement for the Kishau Project, Himachal Pradesh was required to bear the cost of the electricity generated by the project. The present government did not accept the provision and continued negotiations for nearly three years.<\/p>\n

As a result of the negotiations, the cost of electricity generated by the project will now be borne by the states that utilise its water, he said.<\/p>\n

Sukhu said Himachal Pradesh\u2019s water resources had traditionally been described as \u201cflowing gold\u201d and asserted that the state was now working towards securing greater economic benefits from these valuable natural resources.<\/p>\n

Adequate Compensation for Affected Families<\/h4>\n

The Chief Minister said that families affected by the Kishau Project would be provided adequate compensation in accordance with applicable land acquisition provisions.<\/p>\n

He said comparatively fewer villages in Himachal Pradesh would be affected by the project, while a larger number of villages would be affected in Uttarakhand. He assured that affected families would receive compensation according to the applicable rules and provisions.<\/p>\n

Push for Greater Returns From Hydropower<\/h4>\n

Sukhu said water would become an increasingly important and valuable resource in the coming years and that Himachal Pradesh would continue to firmly pursue its rights over its water resources.<\/p>\n

He said the state government was pursuing several issues related to the Bhakra Beas Management Board (BBMB), besides the Shanan Power Project.<\/p>\n

According to the Chief Minister, large public sector undertakings are benefiting from nearly 14,000 MW of hydropower and renewable energy potential in Himachal Pradesh. At present, he said, the state receives 12 per cent free power royalty and one per cent under the Local Area Development Fund.<\/p>\n

The state government is demanding a higher share of free power royalty after a project recovers its generation costs. Sukhu said the government\u2019s demand was that after 12 years, Himachal Pradesh should receive 30 per cent free power royalty from the 12th to the 30th year. After 40 years, the project should be transferred to the state government. If an organisation wishes to continue operating the project beyond 40 years, the state should receive 50 per cent free power royalty, he said.<\/p>\n

CM Seeks Economic Value for Ecological Services<\/h4>\n

Sukhu said Himachal Pradesh provides ecological services worth around Rs 90,000 crore every year to the country. These services include maintaining clean air, conserving glaciers and contributing to the availability of water in the country\u2019s rivers.<\/p>\n

At the same time, he said, Himachal Pradesh suffers economic losses running into thousands of crores of rupees every year due to natural disasters.<\/p>\n

The Chief Minister said institutions and companies benefiting from the state\u2019s natural resources should provide Himachal Pradesh with an appropriate economic return. He said the state government would continue to pursue its rights and interests in this regard.<\/p>\n

Equal Representation of Himachal and Uttarakhand<\/h4>\n

Sukhu said the participation of both Himachal Pradesh and Uttarakhand had been ensured in the Kishau Project.<\/p>\n

According to him, both states would have equal representation in the project, with 50 per cent of the employees coming from each state.<\/p>\n

He expressed hope that construction and other work related to the Kishau Project would be completed at the earliest, allowing Himachal Pradesh to realise the anticipated economic and power benefits from the project.<\/p>\n

The Chief Minister said the agreement represented an important step towards ensuring that Himachal Pradesh receives greater economic value from its water and ecological resources while protecting the interests of people affected by major power projects.<\/p>\n","protected":false},"excerpt":{"rendered":"
