NCSC Chairman Kishor Makwana Conducts Spot Inquiry at IIT Bombay Over Death of Scheduled Caste Student.<\/h1>\n

National Commission for Scheduled Castes (NCSC) Chairman Kishor Makwana conducted a detailed spot inquiry at the Indian Institute of Technology Bombay (IIT Bombay) in connection with the death of Sahil Wakode, a Scheduled Caste student pursuing his second year of B.Tech. in the Department of Energy Science and Engineering.<\/p>\n

The visit was undertaken following allegations raised by the deceased student’s family regarding caste-based discrimination, harassment and circumstances preceding his death. The matter is currently under investigation by the Mumbai Police Crime Branch, while the NCSC is examining the issue within the constitutional and statutory safeguards available to members of the Scheduled Castes.<\/p>\n

During his visit, Makwana held detailed discussions with senior IIT Bombay officials, including the Director, Deputy Director, Registrar, concerned faculty members and other officials. The Commission sought a comprehensive account of events preceding the student’s death, including an incident reported during a mid-semester examination on September 18, 2026, when the student was allegedly found involved in academic malpractice.<\/p>\n

The Commission examined the circumstances in which the student was questioned during the examination, the procedure reportedly followed thereafter, the role of the concerned faculty and Institute authorities, and the institutional mechanisms available for addressing student grievances and safeguarding the welfare and rights of Scheduled Caste students.<\/p>\n

Commission directs preservation of evidence<\/h4>\n

Makwana emphasized that all relevant records and material connected with the case should be preserved and made available to investigating authorities in accordance with law.<\/p>\n

The material includes CCTV footage, electronic evidence, official communications, examination-related records and other documentary evidence that may assist in establishing the circumstances surrounding the student’s death.<\/p>\n

As part of the spot inquiry, Makwana visited the Department of Energy Science and Engineering, where Wakode was pursuing his studies. He also inspected the classroom\/examination hall where the reported examination incident took place and sought information about the sequence of events during and immediately after the examination.<\/p>\n

The Commission subsequently visited the hostel premises and the room occupied by the deceased student. Makwana also interacted with classmates and fellow students to understand Wakode’s academic and campus experience and gather information about events preceding his death.<\/p>\n

The Commission said these inputs would be considered along with official records and findings of the ongoing police investigation.<\/p>\n

Meeting with senior police officials<\/h4>\n

Following the inquiry at IIT Bombay, Makwana held a high-level meeting with senior police authorities, including the Director General of Police, Commissioner of Police and senior officers associated with the investigation, including officers of the Crime Branch.<\/p>\n

The meeting reviewed the status and progress of the investigation. The Commission sought details concerning the FIR, collection and preservation of evidence, CCTV footage, examination of witnesses and other relevant aspects of the case.<\/p>\n

Makwana directed the investigating authorities to ensure that the investigation remains fair, impartial, comprehensive and expeditious. He also stressed that every relevant allegation and circumstance should be examined on the basis of available evidence and in accordance with law.<\/p>\n

Police authorities were further asked to ensure proper collection, preservation and examination of documentary, electronic, forensic and testimonial evidence. The Commission emphasized the importance of recording statements of students, faculty members, Institute officials and other persons who may have relevant information, wherever required under law.<\/p>\n

The Chairman directed the concerned authorities to submit a detailed Action Taken\/Investigation Report to the National Commission for Scheduled Castes at the earliest for further examination by the Commission.<\/p>\n

Family meets NCSC Chairman<\/h4>\n

Makwana subsequently met Wakode’s parents and other family members and heard their grievances and concerns in detail.<\/p>\n

The family presented their allegations regarding the circumstances preceding the student’s death and submitted a written complaint seeking appropriate intervention by the Commission.<\/p>\n

Makwana assured the family that the NCSC would examine the matter in accordance with its constitutional and statutory mandate. The Commission said it would closely monitor the progress of the investigation and take appropriate action within its jurisdiction based on facts and evidence emerging during the inquiry.<\/p>\n

Commission stresses safeguards for Scheduled Castes<\/h4>\n

The NCSC reiterated that constitutional and statutory safeguards available to members of the Scheduled Castes must be effectively protected.<\/p>\n

The Commission emphasized the need for educational institutions to maintain appropriate mechanisms to ensure dignity, equality, non-discrimination, student welfare and effective grievance redressal.<\/p>\n

It also stressed the importance of maintaining social harmony and cohesion while ensuring that all allegations are examined objectively, transparently and in accordance with due process.<\/p>\n
