He said e-governance was being used to improve public services and ensure that government schemes reached people at the grassroots level.

Education and Healthcare Reforms

Highlighting the government’s initiatives, the Chief Minister said qualitative improvement in education, from pre-primary to the senior secondary level, was among its top priorities. He claimed that Himachal Pradesh had improved its national ranking in the education sector to fifth position, compared with 21st in 2021.

He said healthcare was the government’s second-highest priority. Robotic surgery facilities had been introduced in medical institutions, while the replacement of medical equipment that had been in use for 15 to 19 years had been initiated. These measures, he said, were aimed at providing advanced healthcare services within the state and reducing the need for patients to travel elsewhere for expensive treatment.

To address the shortage of specialist doctors, the government had increased postgraduate medical seats, enhanced specialist doctors’ salaries and filled hundreds of vacant positions for doctors and paramedical staff.

Digital Services and Revenue Reforms

Sukhu said that with nearly 90 per cent of Himachal Pradesh’s population residing in rural areas, strengthening the rural economy was the government’s third-highest priority.

He highlighted initiatives to increase farmers’ and rural households’ incomes, including the promotion of natural farming and the procurement of naturally grown wheat at ₹80 per kg, raw turmeric at ₹150 per kg, maize at ₹50 per kg and ginger at ₹30 per kg. He also referred to the state’s minimum support prices for cow and buffalo milk.

The Chief Minister said the Single Window Citizen Portal had expanded access to government services, enabling people to obtain services from home or through Lok Mitra Kendras.

The CM Helpline and grievance redressal portals had strengthened accountability by enabling citizens to register complaints and seek action from the concerned authorities. He said complaints from remote areas were monitored and were not considered resolved until the complainants were satisfied.

He also highlighted the Revenue Management System and revenue Lok Adalats, which had helped improve transparency and expedite the settlement of pending disputes involving land mutation, partition and demarcation.

Social Security and Green Initiatives

Referring to social welfare measures, Sukhu said orphaned children had been granted the legal status of ‘Children of the State’. The government had assumed responsibility for their education, maintenance, higher studies, coaching, clothing, marriage and housing.

He also highlighted an education loan scheme under which students from families with an annual income of up to ₹12 lakh could obtain loans of up to ₹20 lakh at an interest rate of one per cent to pursue studies in India or abroad.

The Chief Minister said the government’s vision of a ‘Green Himachal’ included promoting electric buses to encourage environmentally sustainable transport.

Seeks Fair Consideration for Hill States

Drawing attention to the geographical and environmental challenges faced by Himalayan states, Sukhu said Himachal Pradesh’s forests, rivers and hydropower resources contributed significantly to the country’s environmental and energy security.

However, he said the state also bore substantial costs associated with natural disasters and ecological conservation. He called for a fair assessment of hill states’ contributions to national development and equitable consideration of their interests in hydropower projects, royalty, water cess and central financial assistance.

He said Himachal Pradesh would continue to pursue its legitimate rights through constructive engagement, factual submissions and constitutional means.

Expressing gratitude to the Department of Administrative Reforms and Public Grievances (DARPG), Government of India, and the organisers for selecting Dharamshala as the conference venue, Sukhu said the deliberations would contribute to developing an inclusive digital governance framework for a self-reliant and developed India, ensuring that technology benefits reached the last citizen.

Officials Highlight Administrative Reforms

In her welcome address, DARPG Secretary Nivedita Shukla Verma said states, including Himachal Pradesh, were undertaking significant work in administrative reforms. She emphasised the need to implement successful innovations on a larger scale through regular interactions and the exchange of ideas.

Himachal Pradesh Chief Secretary Kamlesh Kumar Pant stressed the importance of periodically upgrading technology to ensure transparent, responsive and citizen-friendly services.

Secretary of Administrative Reforms Shainamol A. spoke about the state’s best practices, while Health Secretary Ashish Singhmar addressed the National Awards for e-Governance and digital transformation driven by artificial intelligence and emerging technologies.

Secretary of the Social Justice and Empowerment and Women and Child Development Department C.P. Verma addressed the session on National Awards for e-Governance at the state and district levels. Additional Secretary, DARPG, Puneet Yadav delivered the vote of thanks.

Agriculture Minister Chander Kumar, Rural Development Minister Anirudh Singh, Ayush Minister Yadvinder Goma, Deputy Chief Whip Kewal Singh Pathania, Himachal Pradesh Tourism Development Board Chairman R.S.
