PM Modi Inaugurates RBI Data Centre and Cybersecurity Training Institute in Bhubaneswar.<\/h1>\n

New facilities to strengthen India’s digital financial infrastructure and cybersecurity capabilities; PM stresses need to protect banking system from cyber threats.<\/h2>\n

Prime Minister Narendra Modi on Sunday inaugurated the newly established Data Centre and Cybersecurity Training Institute of the Reserve Bank of India (RBI) in Bhubaneswar, Odisha, marking a significant step towards strengthening India’s digital financial infrastructure and enhancing the security of its banking system.<\/p>\n

Invoking the blessings of Mahaprabhu Jagannath, the Prime Minister described the inauguration as an important occasion for Odisha and the country. He congratulated the RBI and all those associated with establishing the two facilities, stating that the new institutions would contribute significantly to the nation’s development and strengthen its ability to respond to emerging cybersecurity challenges.<\/p>\n

The Prime Minister emphasised that the new facilities would play a crucial role in making India’s financial system more secure and reliable at a time when digital banking services are expanding rapidly and cyber threats are becoming increasingly sophisticated.<\/p>\n

“A major step towards a more secure financial system,” Modi said, highlighting that the RBI’s new facilities in Bhubaneswar would strengthen digital infrastructure and cybersecurity capabilities.<\/p>\n

Focus on People-Centric Governance<\/h4>\n

Addressing the gathering, Modi said the inauguration reflected the transformation in India’s governance approach, which now prioritises development, effective implementation of welfare schemes and the delivery of benefits to people at the grassroots level.<\/p>\n

He said the government was committed to a model of pro-people, proactive and good governance, under which development opportunities must reach villages, small towns and remote regions alongside major cities.<\/p>\n

The Prime Minister highlighted the expansion of expressways, medical colleges, healthcare facilities and digital connectivity across the country. He noted that institutions such as the All India Institute of Medical Sciences (AIIMS) had expanded across several states, while nearly 1.75 lakh Ayushman Arogya Mandirs had been established in villages to improve access to healthcare.<\/p>\n

According to Modi, the objective of governance is to make citizens’ lives easier and create new opportunities for them to fulfil their aspirations. He stressed that balanced regional development was essential to building a stronger and more inclusive India.<\/p>\n

Digital Banking Expands Financial Inclusion<\/h4>\n

The Prime Minister said India had witnessed a major transformation in financial inclusion over the past decade. Recalling that a large section of the population remained outside the formal banking system before 2014, he said access to bank accounts, loans and other financial services had previously been difficult for poor families, small farmers, landless workers and women.<\/p>\n

He said digital banking had now connected people across the country to round-the-clock banking services, enabling them to access financial services more conveniently.<\/p>\n

Modi highlighted the role of nearly 60 crore Jan Dhan accounts in expanding financial inclusion and improving the delivery of government benefits. He said direct transfers into beneficiaries’ bank accounts had helped eliminate leakages in the distribution of public funds.<\/p>\n

He observed that the expansion of formal banking had enabled millions of people to participate more actively in the country’s economic development.<\/p>\n

Loans for Small Entrepreneurs and Artisans<\/h4>\n

Highlighting the impact of government initiatives on entrepreneurship, the Prime Minister said people without collateral or substantial financial resources could now access affordable credit to start their own businesses.<\/p>\n

He referred to the Pradhan Mantri Mudra Yojana, PM SVANidhi and PM Vishwakarma schemes, which have sought to improve access to credit for small entrepreneurs, street vendors, traditional artisans and other sections of society.<\/p>\n

According to the Prime Minister, around 13 crore people had become first-time entrepreneurs through the Mudra Yojana. He also highlighted the support extended to street vendors and skilled artisans through targeted credit programmes.<\/p>\n

Modi said Self-Help Groups representing approximately 10 crore rural women had received substantial financial assistance from banks, strengthening their economic participation and supporting livelihood opportunities.<\/p>\n

He added that these initiatives had enabled sections of society that were previously excluded from formal banking to access institutional credit and financial services.<\/p>\n

The Prime Minister also highlighted the expansion of RuPay debit and credit cards, stating that banking facilities once largely associated with affluent sections of society had become more accessible to ordinary citizens.<\/p>\n

He appreciated the contribution of the RBI, commercial banks and banking employees in advancing financial inclusion across the country.<\/p>\n

Social Security Schemes Extend Financial Protection<\/h4>\n

Modi also underlined the role of social security schemes in providing financial protection to vulnerable households.<\/p>\n

He said the Atal Pension Yojana covered approximately nine crore citizens, including around 38 lakh beneficiaries in Odisha.<\/p>\n

Referring to the Pradhan Mantri Suraksha Bima Yojana and the Pradhan Mantri Jeevan Jyoti Bima Yojana, he highlighted how affordable insurance schemes had extended accident and life insurance coverage to poor and middle-class families.<\/p>\n

The Prime Minister noted that the accident insurance scheme offered coverage of \u20b92 lakh at an annual premium of \u20b920, while the life insurance scheme provided coverage at an annual premium of less than \u20b9450.<\/p>\n

He said more than \u20b925,000 crore in insurance claims had been disbursed to families under these schemes, providing financial assistance during difficult circumstances.<\/p>\n

Describing these initiatives as an example of good governance, Modi said access to social security and financial services was essential for protecting families from economic uncertainty.<\/p>\n

Cybersecurity Becomes a National Priority<\/h4>\n

Emphasising the importance of the newly inaugurated facilities, the Prime Minister said India’s expanding economy and growing reliance on digital financial services required stronger protection against cyberattacks.<\/p>\n

He observed that modern conflicts were no longer fought only with conventional weapons, as economic systems could also be targeted to weaken a country.<\/p>\n

“As India grows economically stronger, we must protect our banking system from cyber looters and cyber terrorists,” he said.<\/p>\n

Modi stressed that the country’s financial infrastructure must remain secure against evolving cyber threats. He said modern technology, robust computing infrastructure and trained cybersecurity professionals would be essential to safeguarding banking operations and maintaining public confidence in digital financial services.<\/p>\n

He described the Cybersecurity Training Institute as particularly important in preparing banking professionals to tackle emerging threats and strengthening the capabilities required to protect financial institutions.<\/p>\n

The Prime Minister said the focus of the previous decade had been on bringing people into the banking system, while the coming decade must concentrate on making banking more efficient, secure and reliable.<\/p>\n

The new Data Centre and Cybersecurity Training Institute are expected to support this transition by strengthening technological capabilities and cybersecurity preparedness within the financial sector.<\/p>\n

Odisha Emerging as a Growth Engine<\/h4>\n

Modi also highlighted the growing economic importance of eastern India and Odisha’s potential to contribute to the vision of a developed India.<\/p>\n

He said Odisha was moving beyond its traditional strengths in mineral-based industries and developing new opportunities in sectors such as semiconductors, electronics, data centres and advanced computing.<\/p>\n

Describing this transformation as a shift from mines to microchips, the Prime Minister expressed confidence that emerging industries would create employment opportunities and open new avenues for the state’s youth.<\/p>\n

He said the expansion of technology-driven industries, supported by improved infrastructure and investment, could help Odisha play a greater role in India’s economic growth.<\/p>\n

Concluding his address, Modi extended festive greetings to the people and expressed confidence in Odisha’s future development, raising the slogan of “Jai Jagannath”.<\/p>\n
