State-Level Solid Waste Management Initiative Launched Under Project Circular Bharat.<\/h2>\n

Public participation, effective awareness campaigns and segregation of waste at source are essential for ensuring clean, sustainable and environmentally friendly urban development, Public Works and Urban Development Minister Vikramaditya Singh said on Wednesday.<\/p>\n

The Minister was speaking after inaugurating a one-day state-level capacity-building programme under Project Circular Bharat, jointly organised by the Urban Development Department and Hindustan Unilever Limited (HUL).<\/p>\n

The programme aims to strengthen the capacity of elected representatives and officials of Urban Local Bodies (ULBs) to implement the Solid Waste Management Rules, 2026 effectively and develop efficient, inclusive and environmentally sustainable waste management systems.<\/p>\n

Vikramaditya Singh emphasised that the success of waste management initiatives depended on the active participation and commitment of all stakeholders at the grassroots level. He called for greater public awareness and a behavioural shift towards segregating wet and dry waste at household and community levels.<\/p>\n

He also stressed the need to respect, support and empower sanitation workers, recognising their important role in maintaining clean urban surroundings.<\/p>\n

Highlighting the challenges associated with the limited availability of land for waste disposal, the Minister called for long-term planning that considers urban requirements over the next 20 to 25 years. He advocated adopting modern technologies, promoting waste reuse and recycling, and ensuring better utilisation of plastic waste.<\/p>\n

He further proposed launching pilot projects in selected areas with support from Hindustan Unilever Limited and other concerned organisations. These projects, he said, would help develop effective waste management models that could be expanded according to their performance and outcomes.<\/p>\n

Focus on Capacity Building and Resource Recovery<\/p>\n

Director of Urban Development Neeraj Kumar outlined the objectives of Project Circular Bharat, stating that the initiative seeks to strengthen the leadership and institutional capacity of Urban Local Bodies, encourage practical waste management solutions and ensure active citizen participation.<\/p>\n

He said the programme would focus on waste segregation at source, collection and transportation, processing, behavioural change, resource recovery, recycling and the effective functioning of Material Recovery Facilities (MRFs).<\/p>\n

Under the initiative, technical expertise in circular economy practices and resource recovery will be provided. The programme will also include assessments of training needs, capacity-building workshops, technical assistance and improved coordination among stakeholders.<\/p>\n

Special emphasis will be placed on reducing waste generation, improving collection and processing systems, recovering valuable resources, promoting recycling and making better use of existing waste management infrastructure.<\/p>\n
