In a major step toward enhancing disaster resilience and emergency communication in India, the Centre for Development of Telematics (C-DOT), the Telecom R&D center of the Department of Telecommunications (DoT), has partnered with the Indian Institute of Technology Delhi (IIT Delhi). The two organizations have signed an agreement to develop an advanced \u201cGenerative AI-Enhanced Chatbot for Customer Support in Disaster Early Warning and Emergency Communication.\u201d<\/p>\n

This collaboration aims to bolster India’s disaster preparedness and improve the country\u2019s ability to communicate effectively during critical emergencies. The AI-powered chatbot will play a crucial role by providing real-time, multilingual support to disaster managers, first responders, and affected communities. Leveraging cutting-edge technologies such as Natural Language Processing (NLP), Text-to-Speech (TTS), Speech-to-Text (STT), and Image Processing, the chatbot will ensure seamless, efficient communication across diverse linguistic backgrounds and geographic regions.<\/p>\n

The solution will integrate with 3GPP-compliant emergency communication protocols, ensuring smooth coordination among emergency services during a crisis. Importantly, the system will be fully on-premise, meeting high standards of cybersecurity compliance, data privacy, and operational reliability, which are essential for mission-critical applications. Additionally, the chatbot will be integrated with the National Disaster Management Authority (NDMA) Disaster Management System, developed by C-DOT, to further enhance the platform\u2019s capabilities.<\/p>\n

The agreement was formalized under the C-DOT Collaborative Research Program (CCRP), with notable attendees at the signing ceremony, including Dr. Rajkumar Upadhyay, CEO of C-DOT; Ms. Shikha Srivastava, EVP-II of C-DOT; Prof. Brejesh Lall, Principal Investigator from IIT Delhi; and Col. (Dr.) Amit Oberoi from Carnot Research Pvt. Ltd., who is the implementation partner of IIT Delhi.<\/p>\n

Dr. Rajkumar Upadhyay, CEO of C-DOT, emphasized the significance of developing indigenous disaster communication solutions, especially AI-powered tools, to meet India\u2019s diverse and evolving emergency response needs. He reiterated C-DOT\u2019s commitment to creating scalable, secure, and India-specific telecom solutions that align with the vision of ‘Atmanirbhar Bharat’ in critical communication infrastructure.<\/p>\n

Prof. Brejesh Lall highlighted the potential transformative impact of AI-driven disaster communication technologies, stressing the importance of real-time, secure, and multilingual support in crisis management. Representatives from C-DOT also reaffirmed their dedication to this partnership, noting that integrating AI-driven decision support systems, emergency call routing, and multilingual voice recognition will revolutionize disaster response in India. This collaboration is set to make communication during emergencies faster, smarter, and more efficient.<\/p>\n
