In a major step toward strengthening the electoral framework at the grassroots level, the Election Commission of India (ECI)<\/strong> today commenced the eighth batch of training<\/strong> for Booth Level Officers (BLOs) and Supervisors at the India International Institute of Democracy and Election Management (IIIDEM)<\/strong>, New Delhi. This batch, comprising 373 election functionaries<\/strong> from Uttar Pradesh, Madhya Pradesh, Chhattisgarh, and Haryana<\/strong>, is the largest group<\/strong> of grassroots officials trained at the institute so far.<\/p>\n

The inaugural session was addressed by Chief Election Commissioner Gyanesh Kumar<\/strong>, who emphasized the critical role of BLOs and Supervisors in upholding the integrity and transparency of the electoral process.<\/p>\n

Training Details and Participating States<\/strong><\/h3>\n

The participants include:<\/p>\n

  • 118 officials from Uttar Pradesh<\/strong><\/li>\n
  • 130 from Madhya Pradesh<\/strong><\/li>\n
  • 96 from Chhattisgarh<\/strong><\/li>\n
  • 29 from Haryana<\/strong><\/li>\n<\/ul>\n

    With this cohort, the total number of grassroots election officials trained at IIIDEM over the past two months has crossed 3,720<\/strong>, marking a significant effort by ECI to build capacity and ensure uniform implementation of electoral processes across the country.<\/p>\n

    CEC Highlights Legal and Procedural Knowledge<\/strong><\/h3>\n

    In his address, CEC Gyanesh Kumar<\/strong> stressed the importance of rigorous training for ensuring that elections are conducted strictly in accordance with the Representation of the People Acts, 1950 and 1951<\/strong>, the Registration of Electors Rules, 1960<\/strong>, and the Conduct of Election Rules, 1961<\/strong>, along with ECI\u2019s guidelines issued periodically.<\/p>\n

    He also underscored the importance of educating field officers on the provisions for appeals<\/strong> against final electoral rolls. Under Section 24(a)<\/strong> of the RP Act 1950, appeals can be made to the District Magistrate or Executive Magistrate, while Section 24(b)<\/strong> permits appeals to the Chief Electoral Officer (CEO)<\/strong> of the State or Union Territory.<\/p>\n

    \u201cBLOs must not only understand these legal provisions but also inform electors about their rights to appeal, ensuring inclusive and transparent electoral rolls,\u201d said Shri Kumar.<\/p>\n

    Zero Appeals Post SSR 2025: A Testament to Field Accuracy<\/strong><\/h3>\n

    Highlighting the quality of field-level electoral processes, the CEC noted that no appeals were filed<\/strong> from Chhattisgarh, Haryana, Madhya Pradesh, or Uttar Pradesh<\/strong> following the Special Summary Revision (SSR)<\/strong> conducted between January 6\u201310, 2025<\/strong>. This reflects a high degree of accuracy and community engagement during the voter registration process in these states.<\/p>\n

    Hands-on and Digital Training Modules<\/strong><\/h3>\n

    The training programme at IIIDEM is designed to enhance the practical and technical capabilities<\/strong> of BLOs and Supervisors, with modules covering:<\/p>\n

    • Handling of statutory electoral forms<\/li>\n
    • Field verification methods<\/li>\n
    • Usage of IT tools<\/strong> developed by the ECI for electoral management<\/li>\n
    • Technical demonstrations and operation of Electronic Voting Machines (EVMs)<\/strong> and Voter Verifiable Paper Audit Trails (VVPATs)<\/strong>, including mock polling exercises<\/strong><\/li>\n<\/ul>\n
