Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu met with Dr. Arvind Panagariya, Chairman of the 16th Finance Commission, in New Delhi today and strongly advocated for the continuation of the Revenue Deficit Grant (RDG) to support the state’s fragile financial condition. He also proposed the creation of a dedicated ‘Green Fund’ with an earmarked annual allocation specifically for hill states like Himachal Pradesh.<\/p>\n

During the meeting, CM Sukhu emphasized that Himachal Pradesh, despite its limited resources, has adhered to the path of fiscal prudence and remains one of the top-performing states in terms of Sustainable Development Goals (SDGs). He requested the Finance Commission to give due consideration to the state’s unique challenges while formulating its recommendations.<\/p>\n

Highlighting the structural disadvantages faced by hill states, the Chief Minister stated that they incur significantly higher expenditure compared to their counterparts in the plains. “Devolution to a hill state should be at least twice their share of the population,” he asserted, underlining the cost-intensive nature of governance and infrastructure maintenance in mountainous terrain.<\/p>\n

A major focus of the discussion was the steep tapering of the RDG by the 15th Finance Commission, which has severely impacted the state’s finances. CM Sukhu urged the Commission to continue the grant to help bridge the revenue gap and maintain essential public services.<\/p>\n

In a forward-looking proposal, the Chief Minister also called for the establishment of a ‘Green Fund’ to support sustainable development and climate resilience in ecologically sensitive hill regions. He said that the matter had also been taken up with the Prime Minister, underlining its critical importance.<\/p>\n

Additionally, CM Sukhu briefed Dr. Panagariya on Himachal Pradesh\u2019s other key submissions to the Commission, including enhanced support for disaster management, relief measures from the growing debt burden, grants to local bodies, and state-specific allocations. He urged the Chairman to consider these suggestions favorably.<\/p>\n

Dr. Arvind Panagariya responded positively and assured the Chief Minister of all possible assistance from the Commission.<\/p>\n
