Himachal Pradesh Govt. College Teacher Association Urges Caution on Geo-Fencing Attendance System Implementation.<\/h1>\n

The Himachal Pradesh Government College Teacher Association (HGCTA) has appealed to the Department of Higher Education to adopt a balanced and thoughtful approach before introducing the proposed geo-fencing-based attendance system in government colleges.<\/p>\n

While the Association has welcomed the use of technology to enhance efficiency and transparency, it has strongly emphasized that teachers\u2019 rights, privacy, and convenience must be safeguarded prior to full implementation.<\/p>\n

Under the proposed system, employees will be required to install a GPS-enabled biometric attendance application on their personal mobile phones. However, serious concerns have been raised regarding data privacy, device compatibility, and practical challenges in the event of technical malfunctions.<\/p>\n

\u201cWe are not opposed to modernization or the use of technology,\u201d said Dr. Harish Kumar Chauhan, President of the HGCTA Local Unit. \u201cBut the success of this system depends on it being fair, inclusive, and sensitive to the genuine concerns of teachers. Practical provisions are essential to address issues such as data security, the financial burden of purchasing new devices, and situations where mobile phones are lost or malfunctioning.<\/p>\n

In its memorandum submitted to the Directorate of Higher Education, the Association outlined the following key demands:<\/p>\n

Data Privacy Protection \u2013 Assurance that the application will access only attendance-related data and not employees\u2019 personal information.<\/p>\n

Universal Compatibility \u2013 The application must work across all major mobile operating systems (Android, iOS, Windows), including older versions, so that no teacher is forced to purchase a new device.<\/p>\n

Alternative Arrangements \u2013 A clear mechanism to mark attendance at the Principal\u2019s office or college office in cases of technical issues, forgotten devices, or malfunctioning phones.<\/p>\n

\u201cIf these concerns are addressed in advance, the system can be implemented more smoothly, with greater trust and transparency,\u201d said Dr. Sanjay Thakur, Secretary of the HGCTA Local Unit. \u201cWe believe that a collaborative approach will strike the right balance between administrative efficiency and teachers\u2019 rights.\u201d<\/p>\n

The Association assured the government of its constructive cooperation, stating that a fair and effective implementation of this system will not only strengthen accountability but also preserve the dignity and convenience of educators.<\/p>\n

On this occasion, a memorandum was formally submitted to the Director of Higher Education, Himachal Pradesh, through Dr. Sanjeev Kumar, Principal of Vallabh Government College, Mandi.<\/p>\n

Prominent faculty members present on the occasion included Dr. Raj Kumar Thakur, Prof. Baldev Verma, Dr. Ratn Lal Verma, Dr. Sanjay Narang, Prof. Manju Sharma (Senior Vice President), Dr. Vrinda Shandil, Dr. Chaman, Dr. Santosh, Dr. Balbir, along with several other distinguished professors of the college.<\/p>\n","protected":false},"excerpt":{"rendered":"
