In a decisive step to address the widespread devastation caused by the ongoing monsoon in Himachal Pradesh, the State Government has relaxed key norms under the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS)<\/strong>. The move is aimed at accelerating the repair and restoration of rural infrastructure<\/strong> and creating employment opportunities<\/strong> for affected communities.<\/p>\n

Announcing the decision, Chief Minister Sukhvinder Singh Sukhu<\/strong> said that the State has faced massive losses<\/strong> due to cloudbursts, incessant rains, flash floods, and landslides<\/strong>, which have severely impacted agriculture, horticulture, livestock<\/strong>, and rural connectivity<\/strong>.<\/p>\n

Immediate Sanctioning of Works Without Gram Sabha Approval<\/strong><\/h3>\n

To ensure swift implementation of relief and rehabilitation works<\/strong>, the Government has authorized Deputy Commissioners (DCs)<\/strong> to sanction new MGNREGA projects immediately<\/strong>, without waiting for prior approval from Gram Sabha meetings<\/strong>\u2014a process often delayed due to adverse weather conditions and inaccessibility of remote areas.<\/p>\n

The ex-post facto approvals<\/strong> from Gram Sabhas, Panchayat Samitis<\/strong>, and Zila Parishads<\/strong> will be obtained at a later stage. This unprecedented move acknowledges the urgent need for flexibility<\/strong> during natural calamities.<\/p>\n

Key Relaxations Introduced<\/strong><\/h3>\n

  1. Removal of Cap on Number of Projects<\/strong>:
    \nDCs can now approve unlimited works per gram panchayat<\/strong>, a sharp deviation from the previous cap of 20 works<\/strong>. This enables faster scaling of repair activities<\/strong>.<\/li>\n
  2. Increased Financial Assistance for Land Development<\/strong>:
    \nThe ceiling for individual land development works<\/strong> has been doubled<\/strong> from Rs. 1 lakh to Rs. 2 lakh per beneficiary<\/strong>, allowing for more comprehensive and impactful infrastructure interventions<\/strong>.<\/li>\n
  3. All Categories of Works Allowed<\/strong>:
    \nAll work categories permissible under MGNREGA\u2014including land development, water conservation, and infrastructure repair<\/strong>\u2014can now be approved directly by DCs, allowing greater operational flexibility<\/strong>.<\/li>\n<\/ol>\n

    Boosting Employment & Rural Rehabilitation<\/strong><\/h3>\n

    Chief Minister Sukhu said, \u201cThese relaxations will not only rebuild damaged rural infrastructure<\/strong> but also provide much-needed employment<\/strong> to the rural population during this challenging time. Our government stands fully committed to helping every affected family<\/strong> and ensuring that no one is left behind in the recovery process<\/strong>.\u201d<\/p>\n

    He emphasized that the dual objectives of infrastructure restoration and livelihood support<\/strong> are central to the Government’s monsoon response strategy. The MGNREGA relaxations are expected to mobilize local labour<\/strong>, inject income into rural households, and accelerate the rebuilding process<\/strong> in remote and disaster-affected areas.<\/p>\n

    Himachal Pradesh has witnessed unprecedented monsoon-related destruction in 2025<\/strong>, with hundreds of roads washed away, water supply schemes disrupted, and vital rural infrastructure damaged. This has disproportionately impacted rural and tribal areas<\/strong>, where MGNREGA plays a critical role in economic resilience<\/strong>.<\/p>\n

    By easing procedural hurdles<\/strong>, the State Government aims to mobilize resources quickly<\/strong> and address both immediate and long-term rehabilitation needs.<\/p>\n
