In a major push to address manpower shortages, improve public services, and promote sustainable development, the Himachal Pradesh Cabinet, chaired by Chief Minister Sukhvinder Singh Sukhu, held a comprehensive meeting on Monday, approving a wide array of decisions spanning employment, healthcare, infrastructure, and governance reforms.<\/p>\n

Massive Recruitment Drive Across Departments<\/strong><\/h3>\n

In a bid to bolster staff strength in key sectors, the Cabinet approved the engagement and recruitment for over 4,000 posts<\/strong>, including:<\/p>\n

    \n
  • 1,602 Bijli Upbhogta Mitras<\/strong> in the Himachal Pradesh State Electricity Board Limited to improve service delivery and address staffing shortages.<\/li>\n
  • 1,000 T\/Mate posts<\/strong> in the electricity department.<\/li>\n
  • 645 Patwaris<\/strong> on a trainee basis under the State Cadre.<\/li>\n
  • 400 Staff Nurses<\/strong> as Job Trainees in various state medical colleges.<\/li>\n
  • 300 Job Trainees<\/strong> in Gram Panchayats to support Panchayati Raj Institutions.<\/li>\n
  • 200 Medical Officers<\/strong> as Job Trainees in the Health Department.<\/li>\n
  • 38 Assistant Professors<\/strong> in specialties like Cardiology, Neurology, Urology, and Gastroenterology in government medical colleges.<\/li>\n
  • 25 Steno-Typists<\/strong> for the H.P. Secretariat.<\/li>\n
  • Police personnel<\/strong> for Parwanoo and Dharampur Police Stations in Solan to enhance National Highway security.<\/li>\n
  • Additional posts<\/strong> for Lokayukta and the restructured Department of Environment, Science, Technology, and Climate Change.<\/li>\n<\/ul>\n

    Additionally, the Cabinet allowed placement of 106 surplus staff<\/strong> (45 teaching, 61 non-teaching) from seven de-notified colleges into the surplus pool of the Directorate of Higher Education.<\/p>\n

    Healthcare Gets a Major Boost<\/strong><\/h3>\n

    With a focus on strengthening rural and specialized healthcare:<\/p>\n

    • 28 new dialysis centres<\/strong> will be established in \u2018Adarsh Swasthya Sansthans\u2019 across nine districts.<\/li>\n
    • The Medical Officer cadre<\/strong> will be bifurcated into General<\/strong> and Specialist<\/strong> categories for better service delivery.<\/li>\n
    • Recruitment of 200 Medical Officers<\/strong> and 400 Staff Nurses<\/strong> was approved.<\/li>\n<\/ul>\n

      Education Reforms: CBSE Affiliation and Staff Pooling<\/strong><\/h3>\n

      The Cabinet gave the green signal for the affiliation of 100 Government Schools with CBSE<\/strong> from the next academic session, aimed at standardizing curriculum and improving competitiveness.<\/p>\n

      Governance and Administrative Reorganization<\/strong><\/h3>\n

      To improve administrative efficiency:<\/p>\n

        \n
      • A new Sub Tehsil at Saach<\/strong> in Pangi (Chamba) will be opened.<\/li>\n
      • Chadiyar Sub Tehsil<\/strong> (Kangra) will be upgraded to a full Tehsil.<\/li>\n
      • A new Patwar Circle at Nangal<\/strong> will be created by restructuring Hatali and Malhanta Patwar Circles.<\/li>\n
      • Development Blocks of Bhoranj, Bamson, and Sujanpur<\/strong> in Hamirpur district will be reorganized.<\/li>\n
      • A new Jal Shakti Sub-Division at Harsi (Haler)<\/strong> under Jaisinghpur division will be established.<\/li>\n<\/ul>\n

        Tourism and Start-Up Support<\/strong><\/h3>\n

        The Cabinet launched the \u2018Chief Minister Start-Up Scheme in the Hospitality Industry\u2019<\/strong>, encouraging self-employment among Himachalis. The scheme offers interest subsidies on loans for homestay development:<\/p>\n

        • 3% in urban areas<\/strong><\/li>\n
        • 4% in rural areas<\/strong><\/li>\n
        • 5% in tribal areas<\/strong><\/li>\n<\/ul>\n

          In addition, tandem paragliding pilots<\/strong> will now be required to complete a Paragliding Safety Course<\/strong> by August 31, 2026<\/strong>, enhancing adventure tourism safety.<\/p>\n

          Key Policy Reforms and Infrastructure Initiatives<\/strong><\/h3>\n

          • Lease period for HIMUDA<\/strong> extended to 80 years, ensuring affordable housing.<\/li>\n
          • Land leasing<\/strong> approved for Green Hydrogen and Solar\/CBG Power Projects<\/strong> at 13 sites.<\/li>\n
          • Extension of land acquisition period for Kangra Airport<\/strong> by 24 months, up to June 3, 2026<\/strong>.<\/li>\n
          • Rule-7 of H.P. Lease Rules, 2013<\/strong> amended to facilitate HIMUDA operations.<\/li>\n
          • Renewal of land lease to Sangya Choling Association, Sanjauli (Shimla)<\/strong> for 40 years.<\/li>\n<\/ul>\n

            Law & Order and Empowering Police<\/strong><\/h3>\n

            The Cabinet empowered qualified Police Constables<\/strong> under Section 176(1) of the Bharatiya Nagrik Suraksha Sanhita, 2023<\/strong>, to investigate cases involving offences punishable with up to 3 years’ imprisonment or fine, subject to training and eligibility.<\/p>\n

            Regulatory Reforms and Social Welfare<\/strong><\/h3>\n
              \n
            • Model by-laws<\/strong> approved for regulating rural construction<\/strong>, considering recent monsoon devastations.<\/li>\n
            • Amendments to the Himachal Pradesh Rajya Chayan Aayog Rules, 2024<\/strong>, now allow conditional applications for OBC, EWS, and BPL candidates.<\/li>\n
            • 10% of the Local Area Development Fund (LADF)<\/strong> can now be allocated to financially assist children<\/strong> in the State.<\/li>\n<\/ul>\n

              Controversial Pay Notification Withdrawn<\/strong><\/h3>\n

              The Cabinet withdrew the September 6, 2025 notification on Higher Grade Pay<\/strong>, which had impacted 89 categories of employees<\/strong>, potentially to reassess or replace the policy.<\/p>\n
