The IHR<\/strong>, first established under the International Sanitary Regulations in 1951 and evolving through multiple revisions, currently guide 196 States Parties<\/strong>, including all 194 WHO Member States<\/strong>, in managing global health risks. The regulations recognize that infectious diseases do not respect national boundaries and that coordinated, timely action is essential to limit their spread and impact.<\/p>\n

    Sovereignty and Support for Implementation<\/h3>\n

    While the IHR provide a binding international framework, individual States retain the sovereign right to enact their own health policies. The WHO acts as Secretariat<\/strong> for the regulations but cannot compel States to act.<\/p>\n

    Of the 196 States Parties, eleven have rejected the 2024 amendments<\/strong>, meaning the previous IHR versions continue to apply to them.
