In a landmark move to boost veterinary healthcare access and encourage local participation in the animal husbandry sector, the Himachal Pradesh Government has launched the ‘Pashu Mitra Policy-2025’<\/strong>, under which 1,000 youth<\/strong> from rural areas will be trained and deployed as ‘Pashu Mitras’<\/strong> \u2014 community-based animal caregivers who will provide doorstep services for livestock care.<\/p>\n

This innovative scheme, rolled out under the visionary leadership of Chief Minister Thakur Singh Sukhu<\/strong>, is aimed at addressing the instant health needs of livestock<\/strong>, especially in regions where formal veterinary infrastructure is far from villages.<\/p>\n

Bridging the Gap Between Farmers and Veterinary Services<\/h3>\n

A spokesperson from the Animal Husbandry Department<\/strong> explained that the ‘Pashu Mitras’ will act as first responders<\/strong> for animal health issues and serve as a vital link<\/strong> between local farmers and veterinarians. \u201cThey will be available in the community and extend help whenever required, ensuring that animals receive timely attention,\u201d the spokesperson said.<\/p>\n

Key Features of the Pashu Mitra Policy-2025:<\/h3>\n

  • 1,000 Pashu Mitras<\/strong> to be trained and engaged in the first phase.<\/li>\n
  • Each Pashu Mitra will be appointed in their own village or locality<\/strong> and will not be transferred.<\/li>\n
  • They will be paid an honorarium of Rs. 5,000 per month<\/strong> for working four hours a day<\/strong>.<\/li>\n

    • Lifting and transporting Liquid Nitrogen Containers<\/strong> for breeding services.<\/li>\n
    • Handling large animals<\/strong> like cows, buffaloes, horses, and mules.<\/li>\n
    • Distributing cattle feed<\/strong> under the Pregnancy Ration Scheme<\/strong>.<\/li>\n
    • Providing first aid<\/strong>, vaccinations<\/strong>, and doorstep animal care services<\/strong>.<\/li>\n
    • Educating farmers on animal health, hygiene<\/strong>, and managing man-animal conflicts<\/strong> and stray cattle<\/strong>.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n

      Physical Fitness and Engagement Process<\/h3>\n

      Applicants will be required to clear a physical fitness test<\/strong>, which includes running 100 meters in under one minute while carrying 25 kg of weight. They must also be residents of the Gram Panchayat or Urban Local Body<\/strong> under the jurisdiction of the concerned veterinary institution.<\/p>\n

      Engagement will be managed by a Pashu Mitra Engagement Committee (PMEC)<\/strong> comprising:<\/p>\n

      • Sub-Divisional Officer (Chairperson)<\/li>\n
      • Senior Veterinary Officer (Member Secretary)<\/li>\n
      • Concerned Veterinary Officer (Member)<\/li>\n<\/ul>\n

        Working Conditions and Benefits<\/h3>\n

        • Pashu Mitras will submit monthly attendance<\/strong> through their veterinary institution.<\/li>\n
        • They are entitled to one leave day per month<\/strong>, up to 12 days annually<\/strong>.<\/li>\n
        • Gazetted holidays and Sundays<\/strong> will also be observed.<\/li>\n
        • Female Pashu Mitras<\/strong> with fewer than two surviving children will be eligible for:\n

          • 180 days maternity leave<\/strong><\/li>\n
          • 45 days leave<\/strong> in case of miscarriage or abortion, regardless of the number of children.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n
