In a charged day-long session at the United Nations Headquarters in New York, the General Assembly convened its 15th and 16th meetings of the 80th session in response to the recent United States veto of a Security Council resolution calling for an immediate ceasefire in Gaza. The Assembly, invoking the “veto initiative” adopted in 2022, brought global attention to the paralysis within the Security Council and the deteriorating humanitarian situation on the ground.<\/p>\n

Assembly President Annalena Baerbock of Germany opened the debate by condemning the use of the veto in the face of escalating conflict. \u201cA raised hand may seem routine,\u201d she said, \u201cbut a veto can extinguish hope for those trapped in conflict.\u201d Baerbock emphasized that the veto power is a solemn responsibility, not a privilege, and should be wielded with humanity at its core.<\/p>\n

The Gaza Crisis and the Veto Initiative<\/h3>\n

The Assembly\u2019s convening was triggered by the Security Council\u2019s inability to pass a ceasefire resolution\u2014voted down solely by the U.S.\u2014amid a crisis that has seen tens of thousands of civilians killed and millions on the brink of famine in Gaza. The veto initiative (A\/RES\/76\/262), which requires the General Assembly to meet within 10 working days of a Council veto, has become a critical mechanism for ensuring transparency and accountability when the Security Council fails to act.<\/p>\n

Baerbock highlighted the suffering of civilians in Gaza, noting that \u201cmen, women and children have been killed while sheltering or waiting for food.\u201d The General Assembly, she said, is providing a platform for global scrutiny when the Security Council is stalled by geopolitics.<\/p>\n

U.S. Defends Veto, Cites Hamas and Flawed Resolution<\/h3>\n

The United States defended its veto, arguing that the proposed resolution was unbalanced and failed to condemn Hamas. \u201cHamas continues to hold 48 hostages in horrific conditions,\u201d the U.S. representative stated, alleging that hostages are being starved and filmed digging their own graves. Israel\u2019s representative strongly endorsed the U.S. veto, arguing that previous drafts failed to acknowledge the reality on the ground and did not condemn Hamas\u2019s role in the conflict. Referring to the Trump plan as a \u201cclear path forward,\u201d he said Israel had made significant compromises in the interest of peace.<\/p>\n

\u201cReturning the hostages can be done the easy way or the hard way\u2014but it will be done,\u201d he said, urging the international community to focus on real solutions rather than \u201cUN theatre and meaningless bureaucracy.\u201d<\/p>\n

Widespread Global Reaction: Support, Criticism, and Calls for Reform<\/h3>\n

Denmark, speaking on behalf of the 10 elected Security Council members, expressed regret over the veto and highlighted the humanitarian urgency in Gaza, where famine is now officially present.<\/p>\n

European Union representatives, along with the United Kingdom and France, voiced support for the U.S.-proposed peace initiative while urging both Israel and Hamas to take immediate steps to end the conflict. The UK and France specifically called for the release of hostages and an end to indiscriminate violence.<\/p>\n

A number of countries\u2014including Iran, South Africa, Cuba, China, and the Russian Federation\u2014condemned the United States\u2019 repeated use of the veto. Iran called the actions in Gaza “genocide” and accused Israel of using starvation as a weapon of war.<\/p>\n

Cuba\u2019s Foreign Minister Bruno Rodr\u00edguez Parrilla accused Washington of \u201cblocking the world\u2019s will\u201d to stop the violence. South Africa\u2019s representative noted that \u201cone Member State\u2019s veto\u201d was all it took to halt international action, despite overwhelming global support for a ceasefire.<\/p>\n

China and Russia criticized the U.S. for shielding Israel from accountability, with China stating that U.S. vetoes had rendered the Security Council response \u201cinadequate and ineffective.\u201d<\/p>\n

Ireland\u2019s delegate shared stark statistics: over 65,000 Palestinians killed and more than 167,000 injured since October 7, 2023. \u201cThe consequences of inaction have never been so grave,\u201d he said.<\/p>\n

As the humanitarian crisis in Gaza deepens, the General Assembly has become a key arena for global diplomacy in the absence of Security Council consensus. While the U.S. maintains its position on Israel\u2019s right to defend itself and pushes the Trump peace plan as a way forward, many Member States continue to demand a ceasefire and accountability for what they describe as war crimes and crimes against humanity.<\/p>\n

Whether the Trump peace plan gains widespread acceptance, and whether Hamas will accept its terms, remains uncertain.
