State to Gain Major Financial Boost After 30-Year Dispute, Thanks to CM Sukhu\u2019s Intervention.\u00a0<\/strong><\/h2>\n

Shimla:<\/strong><\/p>\n

In a significant legal triumph, the Government of Himachal Pradesh<\/strong> has secured full ownership and a financial gain of Rs. 401 crore<\/strong> from the Wildflower Hall property<\/strong>, following a decision by the Himachal Pradesh High Court<\/strong> on October 14, 2025<\/strong>. The verdict ends a nearly three-decade-long legal battle<\/strong> over the property operated by Mashobra Resort Limited (MRL)<\/strong> \u2014 formerly a joint venture between the State and East India Hotels (EIH)<\/strong>.<\/p>\n

The judgment establishes the State as the sole owner<\/strong> of MRL and its associated assets, including:<\/p>\n

    \n
  • Bank balances of Rs. 320 crore<\/strong> to be transferred directly to the State.<\/li>\n
  • An Arbitral award of Rs. 25 crore<\/strong> in favour of the State.<\/li>\n
  • Full transfer of EIH’s shareholding in the joint venture<\/strong> to the State, in exchange for Rs. 13 crore.<\/li>\n
  • Only 50% (Rs.68 crore)<\/strong> of the \u20b9136 crore advance capital deposited by EIH to be returned, granting an additional benefit of Rs. 68 crore<\/strong> to the State.<\/li>\n<\/ul>\n

    This adds up to a total financial benefit of Rs. 401 crore<\/strong>, along with absolute ownership rights over the prized Wildflower Hall property.<\/p>\n

    \n

    Victory After 30 Years of Litigation<\/strong><\/h3>\n

    A government spokesperson<\/strong> confirmed that the legal battle over the ownership and revenue rights of Wildflower Hall had been sub judice for nearly 30 years<\/strong>. The decisive breakthrough<\/strong> came due to the personal intervention and sustained legal efforts<\/strong> of Chief Minister Thakur Sukhvinder Singh Sukhu<\/strong>.<\/p>\n

    Earlier, on February 20, 2024<\/strong>, the Supreme Court of India<\/strong> had already handed over the physical possession and ownership<\/strong> of Wildflower Hall to the State. The government formally took possession<\/strong> of the property on March 31, 2025<\/strong>.<\/p>\n

    The spokesperson noted that the State had received no financial returns<\/strong> from the property for decades. However, with the High Court verdict and strategic follow-up by the present government, the situation has now completely reversed<\/strong> \u2014 turning a stagnant asset into a major source of revenue<\/strong>.<\/p>\n

    Another Legal Victory: Royalty from Karchham Wangtoo Project<\/strong><\/h3>\n

    This win follows another landmark judgment in favour of the State. In a separate case, the Supreme Court directed JSW Energy<\/strong> to increase royalty payments<\/strong> to the State from 12% to 18%<\/strong> for the Karchham Wangtoo Hydro Electric Power Project (1045 MW capacity)<\/strong>. The move is expected to generate an additional \u20b9250 crore annually<\/strong> for the State exchequer.<\/p>\n

    CM Sukhu: \u201cNo Compromise on State\u2019s Interests\u201d<\/strong><\/h3>\n

    Chief Minister Thakur Sukhvinder Singh Sukhu<\/strong>, expressing satisfaction and pride<\/strong> over the outcomes, stated:<\/p>\n

    \u201cOur government is committed to safeguarding the rights and resources of the people of Himachal Pradesh. These victories reflect our resolve to fight for what rightfully belongs to the State. We will not compromise at any level.\u201d<\/p><\/blockquote>\n

    He also commended the legal teams<\/strong> and government officials<\/strong> for pursuing the cases persistently and securing these major financial and legal gains<\/strong> for the State.<\/p>\n

    Background: Wildflower Hall Dispute<\/strong><\/h3>\n

    Wildflower Hall, located in the serene hills near Shimla<\/strong>, is a luxury heritage property that was jointly operated by the State Government and East India Hotels (Oberoi Group)<\/strong> through MRL. The prolonged disagreement over ownership, capital investments, and revenue distribution had kept the venture embroiled in legal proceedings for decades.<\/p>\n

    With the final verdict now in the State\u2019s favour<\/strong>, Himachal Pradesh not only regains control over the asset but also gains significant capital to invest in public welfare and development initiatives<\/strong>.<\/p>\n
