The first phase of the Bihar Legislative Assembly Elections 2025<\/strong> concluded on Thursday in a peaceful and festive atmosphere, registering a record-breaking 64.66% voter turnout<\/strong> \u2014 the highest ever in the state\u2019s electoral history.<\/p>\n

According to the Election Commission of India (ECI)<\/strong>, this unprecedented participation reflects the growing enthusiasm of Bihar\u2019s electorate and the success of several new voter-friendly initiatives implemented during this election.<\/p>\n

ECI Ensures Smooth, Transparent and Inclusive Polling<\/h3>\n

Chief Election Commissioner Gyanesh Kumar<\/strong>, along with Election Commissioners Dr. Sukhbir Singh Sandhu<\/strong> and Dr. Vivek Joshi<\/strong>, monitored the entire polling process through 100% live webcasting<\/strong> \u2014 a first for Bihar. The CEC personally interacted with Presiding Officers and District Election Officers (DEOs)<\/strong> from the ECI Control Room to ensure that the polling progressed without disruption.<\/p>\n

Polling took place in 121 Assembly Constituencies (ACs)<\/strong> across 18 districts<\/strong>, covering an electorate of more than 3.75 crore voters<\/strong>. Over 4 lakh polling personnel<\/strong> were deployed across 45,341 polling stations<\/strong>, all of which were ready for polling well before the scheduled time. Mock polls were completed before 7 AM<\/strong>, and voting commenced simultaneously across the state.<\/p>\n

International Delegates Laud Bihar\u2019s Electoral Management<\/h3>\n

For the first time in Bihar, the International Election Visitors\u2019 Programme (IEVP)<\/strong> was introduced, hosting 16 delegates from six countries<\/strong> \u2014 South Africa, Indonesia, Thailand, the Philippines, Belgium, and Colombia. The delegates praised the Bihar elections as \u201cone of the most well-organized, transparent, efficient and participative elections globally.\u201d<\/strong><\/p>\n

Women and PwD Voters Receive Special Support<\/h3>\n

Inclusivity remained a cornerstone of ECI\u2019s planning. Over 90,000 Jeevika Didis<\/strong> (female volunteers) were deployed along with Central Armed Police Force (CAPF)<\/strong> personnel to assist Purdahnasheen women<\/strong> at polling booths.<\/p>\n

To ensure accessibility, all polling stations were equipped with wheelchairs<\/strong>, and volunteers were tagged to assist Persons with Disabilities (PwD)<\/strong>. In addition, E-rickshaw services<\/strong> were provided to help PwD voters reach their polling stations conveniently.<\/p>\n

New Voter-Friendly Features Introduced<\/h3>\n

Several first-of-its-kind initiatives were rolled out to enhance the voting experience:<\/p>\n

    \n
  • Coloured photographs of candidates on EVM ballot papers<\/strong>, helping voters easily identify their preferred candidates.<\/li>\n
  • Mobile deposit facilities<\/strong> at polling stations for voters\u2019 convenience.<\/li>\n
  • Redesigned Voter Information Slips (VIS)<\/strong> for better readability.<\/li>\n
  • Limiting each polling station to 1,200 voters<\/strong> to prevent crowding and ensure faster polling.<\/li>\n<\/ul>\n

    Voters across the state appreciated these efforts, describing the experience as \u201csmooth, efficient, and well-organized.\u201d<\/p>\n

    Efficient Turnout Reporting Through ECINet<\/h3>\n

    Under new ECI instructions, Presiding Officers updated voter turnout figures before leaving the polling stations<\/strong>, ensuring near-real-time data availability. As of 8:15 PM<\/strong>, turnout figures stood at 64.66%<\/strong>, with 1,570 Presiding Officers<\/strong> yet to update final data on ECINet<\/strong>.<\/p>\n

    District-wise and Assembly Constituency-wise turnout data were made available through the ECINet App<\/strong>, reflecting ECI\u2019s commitment to transparency.<\/p>\n

    Bihar\u2019s Voter Turnout Through the Years<\/h3>\n

    The 2025 elections mark a major leap in Bihar\u2019s democratic participation. From a low of 42.6%<\/strong> in the first Assembly elections in 1951\u201352, voter turnout has steadily increased, reaching the highest ever at 64.66%<\/strong> this year.<\/p>\n\n\n\n\n\n\n\n\n

    CEC Gyanesh Kumar<\/strong> hailed the first phase as \u201ca festival of democracy,\u201d emphasizing that the enthusiasm of voters and the commitment of polling personnel had made the election a historic success.<\/p>\n

    \u201cBihar has once again shown that democracy thrives when citizens participate with faith and enthusiasm,\u201d he said. \u201cOur efforts were aimed at making voting accessible, inclusive, and pleasant \u2014 and the record turnout proves the people\u2019s trust in the process.\u201d<\/p><\/blockquote>\n
