In a decisive push to eliminate the menace of chitta and other narcotic substances from Himachal Pradesh, Chief Minister\u00a0Sukhvinder Singh Sukhu<\/strong> on Tuesday chaired the sixth State-level meeting of the Narcotics Coordination Centre (NCORD)<\/strong> in Dharamshala. The Chief Minister made a strong appeal to every section of society\u2014including youth, women, Panchayati Raj representatives and voluntary groups\u2014to join a statewide mass movement<\/strong> against drugs.<\/p>\n

Representatives from the NCB, ED, DRI, Postal Department and Railway Protection Force<\/strong> joined senior state government officials for the high-level review.<\/p>\n

Strict Action Ordered: Drug-Linked Properties to be Identified by Dec 10<\/strong><\/h3>\n

CM Sukhu issued clear directions to district administrations to identify all properties acquired through drug trade<\/strong> and submit detailed reports to the government by 10th December<\/strong>.
\n\u201cThese properties will be demolished and those involved will face stringent punitive action,\u201d he said.<\/p>\n

He also revealed that 60 government employees<\/strong>, including 15 police personnel<\/strong>, were found involved in chitta trafficking. While five have already been dismissed<\/strong>, legal action is in progress against the remaining officials. Details of all such employees have also been sought by December 10<\/strong>.<\/p>\n

Special Deployment in 234 Sensitive Panchayats<\/strong><\/h3>\n

The Chief Minister informed that the state had deployed specialized CID and police teams in 234 Panchayats identified as highly sensitive<\/strong> to drug activities. Deputy Commissioners have been instructed to establish Anti-Drug Committees<\/strong> in these Panchayats and ensure regular NCORD meetings<\/strong> in every district.<\/p>\n

Anti-Chitta Walkathons to Mobilize Public Support<\/strong><\/h3>\n

To build widespread public awareness, CM Sukhu announced that Anti-Chitta Walkathons<\/strong> will soon be organized at district and sub-division levels<\/strong>, aiming to bring communities together in solidarity against drug abuse.<\/p>\n

Strengthening Rehabilitation, Enforcement & Education<\/strong><\/h3>\n

The Chief Minister emphasized a holistic strategy:<\/p>\n

    \n
  • Mandatory drug testing<\/strong> for all government recruitment<\/li>\n
  • Strengthening of counseling, treatment, and rehabilitation<\/strong> facilities<\/li>\n
  • More active Anti-Drug Clubs<\/strong>, Prahari Clubs<\/strong>, and peer education programmes in schools and colleges<\/li>\n
  • Strict surveillance of cannabis cultivation<\/strong> and rigorous inspections of pharma units<\/strong><\/li>\n
  • Directed the Prosecution Directorate to fast-track NDPS appeals<\/strong>, review acquittals and improve conviction rates<\/li>\n<\/ul>\n

    He announced that parameters related to supply reduction, demand reduction and harm mitigation<\/strong> will now be included in the Annual Confidential Reports (ACRs)<\/strong> of officers.<\/p>\n

    \u2018Chitta Information Reward Scheme\u2019 Launched<\/strong><\/h3>\n

    To turn the anti-drug campaign into a people\u2019s movement, the CM launched the Chitta Information Reward Scheme<\/strong>, offering Rs. 10,000 to Rs. 10 lakh<\/strong> for credible information on chitta trade.
    \nInformants can contact 112<\/strong> or the nearest police station, and rewards will be disbursed within 30 days<\/strong>.<\/p>\n

    Strong Enforcement Drives Deliver Results<\/strong><\/h3>\n

    Highlighting achievements from the past three years, the Chief Minister said:<\/p>\n

      \n
    • 5,642 NDPS cases<\/strong> registered \u2014 a 28% increase<\/strong><\/li>\n
    • 8,216 arrests<\/strong> made<\/li>\n
    • 36.657 kg of chitta<\/strong> seized<\/li>\n
    • 48 crore rupees<\/strong> worth of illegal assets confiscated<\/li>\n
    • 46 notorious traffickers<\/strong> detained under the PIT-NDPS Act<\/strong><\/li>\n<\/ul>\n

      Himachal is the first state in India<\/strong> to categorize Panchayats into red, yellow and green zones<\/strong>, identifying 12,000 individuals<\/strong> under this innovative model, now recognized nationally.<\/p>\n

      Major Statewide Operations Conducted<\/strong><\/h3>\n
        \n
      • During Naka operations on 17\u201318 November<\/strong>, 16,441 vehicles<\/strong> were checked, leading to 13 NDPS cases<\/strong> and large drug recoveries.<\/li>\n
      • On 22 November<\/strong>, simultaneous raids at 121 locations<\/strong> crippled ten major trafficking networks<\/strong>.<\/li>\n
      • On 25 November<\/strong>, a special drive near educational institutions inspected 41 campuses<\/strong> and 598 shops<\/strong>, resulting in 12 cases<\/strong> and 385 challans<\/strong>.<\/li>\n<\/ul>\n

        The meeting was attended by Chief Secretary Sanjay Gupta<\/strong>, Additional Chief Secretary Shyam Bhagat Negi<\/strong>, DGP Ashok Tiwari<\/strong>, Principal Secretary Devesh Kumar<\/strong>, Secretaries M. Sudha Devi<\/strong>, Rakesh Kanwar<\/strong>, Sushil Kumar Singla<\/strong>, along with senior officers. Deputy Commissioners and SPs from all districts participated virtually.<\/p>\n
