He highlighted a major shift towards solar power, with a target to establish 500 MW of solar energy capacity over the next two years.

Under the flagship ‘Green Panchayat Programme’, Gram Panchayats have been placed at the core of the renewable energy transition. As part of the initiative, 500 kW ground-mounted solar power plants will be installed in Panchayats across the State. In the first phase, approval has been granted for 24 Gram Panchayats, with work already underway in 16 of them. The programme aims to generate a total of 150 MW of solar power.

Chief Minister Sukhu said that 20 per cent of the revenue generated from electricity produced under the Green Panchayat Programme would be utilised by the State Government to provide financial assistance to orphan children and widows belonging to the respective Gram Panchayats.

Highlighting ongoing and completed projects, the Chief Minister informed that the Pekhubela Solar Power Project in Una district commenced commercial operations on April 15, 2024, and has so far generated 79.03 million units of net electricity, earning revenue of Rs. 22.91 crore. The Aghlour Solar Power Project in Una began power generation on May 21, 2025, producing 5.89 million units of electricity to date. Meanwhile, the Bhanjal Solar Power Project, operational since November 30, 2024, has generated 8.57 million units of electricity and earned revenue of Rs. 3.10 crore.

At present, three solar power projects with a combined capacity of 31 MW are under execution, while four projects totaling 41 MW are at the tendering stage. In addition, a large 200 MW solar power plant is proposed to be set up on barren land in the Damtal area of Kangra district.

The Chief Minister also said that solar off-grid systems have been installed in 148 households in remote and tribal villages of Spiti, including Mud, Langza, Hikkim and Kaumik, under Corporate Social Responsibility (CSR) initiatives.

Under the ‘First Come, First Served’ policy, solar projects ranging from 250 kW to 5 MW are being allotted, with the electricity generated to be purchased by the Himachal Pradesh State Electricity Board Limited (HPSEBL). So far, 547 investors have been allotted ground-mounted solar power projects with a total capacity of 595.97 MW, and Power Purchase Agreements (PPAs) have been signed for projects amounting to 403.09 MW.

Additionally, HIMURJA has allotted solar projects with a total capacity of 728.4 MW to HPSEBL, including 150.13 MW of rooftop-mounted solar projects.

The Chief Minister said that the State Government is also actively promoting alternative and emerging energy sectors such as green hydrogen, compressed biogas, geothermal energy and other innovative technologies.

“Through these sustained and comprehensive initiatives, the State Government is steadily moving towards its vision of making Himachal Pradesh a leading Green Energy State in the country by 2026,” Chief Minister Sukhu reiterated.

Himachal Pradesh on Fast Track to Green Energy Future: CM Sukhu. State targets over 90% power from renewables by March 2026;
