Union Home Minister and Minister of Cooperation Amit Shah on Friday inaugurated the two-day Anti-Terrorism Conference\u20132025<\/em> in New Delhi, underscoring the government\u2019s zero-tolerance policy against terrorism and the need for a robust, future-ready national security framework.<\/p>\n

The annual conference is being organized by the National Investigation Agency (NIA) under the Ministry of Home Affairs and has emerged as a key platform for addressing emerging terrorist threats. During the event, the Home Minister unveiled the updated crime manual prepared by the NIA and launched the Organised Crime Network Database along with the Lost, Looted and Recovered Weapon Database.<\/p>\n

The conference was attended by Union Ministers of State for Home Affairs Nityanand Rai and Bandi Sanjay Kumar, the Union Home Secretary, Secretary (R&AW), Director General of NIA, senior police officers from States and Union Territories, officials from central agencies, and experts from fields such as law, forensics, and technology.<\/p>\n

Addressing the gathering, Amit Shah said the conference has become an effective mechanism to analyze terrorist incidents in India and across the world and to strengthen counter-terrorism capabilities accordingly. He noted that terrorism is evolving rapidly due to increased use of technology, making it essential for security agencies to remain \u201ctwo steps ahead\u201d of emerging threats.<\/p>\n

He emphasized that the objective of the conference goes beyond discussions, as actionable outcomes are identified and implemented throughout the year by the NIA in coordination with state and central agencies. This approach, he said, has helped in building a strong and impenetrable anti-terrorism grid across the country for future generations.<\/p>\n

Highlighting new initiatives, the Home Minister urged Directors General of Police from all states to ensure that the updated NIA crime manual is thoroughly studied and implemented for effective investigation and prosecution. He also stressed the importance of utilizing the newly launched weapons database and organized crime network database to dismantle criminal syndicates, which often evolve into terror-support systems.<\/p>\n

Referring to recent security operations, Amit Shah said the attack in Baisaran Valley was aimed at disturbing communal harmony and undermining development and tourism in Kashmir. He stated that Indian security forces, acting on precise intelligence, neutralized the terrorists and sent a strong message to Pakistan. For the first time, he noted, those who planned a terrorist attack were punished through Operation Sindoor, while those who executed it were neutralized under Operation Mahadev.<\/p>\n

He further praised the investigations into the Pahalgam terror attack and the Delhi blast, calling them exemplary cases of coordinated, watertight investigations that would be studied by security agencies worldwide. According to him, the findings of these investigations would help expose Pakistan\u2019s role in terrorism on international platforms.<\/p>\n

The Home Minister highlighted the need for a common Anti-Terrorism Squad (ATS) structure across the country to ensure operational uniformity. He urged all states to adopt this framework at the earliest and to mandatorily use platforms such as NIDAAN and NATGRID in investigations to uncover hidden links and enhance intelligence sharing.<\/p>\n

Amit Shah stressed that national security demands seamless coordination, cooperation, and communication among agencies. He called for a shift from the principle of \u201cNeed to Know\u201d to \u201cDuty to Share\u201d to ensure better utilization of data and technology. He also emphasized active participation in platforms such as the Multi Agency Centre and the National Memory Bank.<\/p>\n

Noting India\u2019s growing economic and geopolitical importance, the Home Minister said internal security challenges would increase in proportion to economic growth. He underlined the need to address cyber warfare, hybrid terrorism, and misuse of economic networks through a multi-layered security model and a strong national grid.<\/p>\n

Announcing future plans, Amit Shah said the government is preparing an action plan for a 360-degree assault on organized crime. He also advocated moving forward with trial-in-absentia provisions to compel fugitives to return to India.<\/p>\n

Concluding his address, the Home Minister called upon all central agencies and state police forces to work together as \u201cTeam India\u201d for national security.
