Union Environment Minister Reviews Rajasthan and Punjab Action Plans to Curb Delhi-NCR Air Pollution.<\/h1>\n

Union Minister for Environment, Forest and Climate Change Bhupender Yadav chaired a high-level review meeting to assess the action plans of Rajasthan and Punjab aimed at tackling air pollution in the Delhi-NCR region. This was the fifth meeting in the series of state-level reviews being conducted on prescribed parameters and formats.<\/p>\n

Expressing concern over the year-round deterioration in Delhi-NCR air quality, the Minister announced that from January 2026 onwards, reviews of action plans would be conducted every month at the ministerial level. He directed that sector-wise targeted action plans be prepared with clearly defined responsibility fixed on concerned departments to ensure accountability and measurable outcomes. Since the plans are being prepared nearly eight months in advance, effective execution is expected to deliver visible improvements in the next pollution season.<\/p>\n

The Minister assured that implementation-related challenges would be resolved through regular inter-state coordination meetings at the highest level.<\/p>\n

Rajasthan Action Plan<\/h3>\n

While reviewing Rajasthan\u2019s action plan, the Minister highlighted gaps in public transport systems in Alwar, Bhiwadi, Neemrana and Bharatpur. He directed that electric buses be procured on priority and a timeline-based proposal be submitted. Expansion of charging infrastructure was ordered in urban areas as well as along highways and expressways.<\/p>\n

Unplanned truck parking along national highways in Bhiwadi and Neemrana was identified as a major contributor to congestion and pollution. The Minister called for immediate identification of designated parking spaces and preparation of a comprehensive parking management plan.<\/p>\n

City-specific road redevelopment plans were sought for Alwar, Bhiwadi, Neemrana and Bharatpur. Authorities were also directed to identify traffic congestion points and prepare short-term and long-term traffic decongestion strategies. A comprehensive plan for liquidation of legacy municipal solid waste was advised, along with immediate deployment of Mechanical Road Sweeping Machines wherever gaps exist.<\/p>\n

It was informed that nearly 600 locations have been identified in Alwar and Bhiwadi for roadside tree plantation with community participation. The Minister further directed that immediate closure notices be issued to non-compliant industrial units that have not installed Online Continuous Emission Monitoring Systems (OCEMS).<\/p>\n

The need for focused Information, Education and Communication (IEC) activities was emphasised, including engagement with industrial units for emission control and Resident Welfare Associations for segregation and processing of municipal solid waste. Greening activities using local plant species were to be undertaken in mission mode.<\/p>\n

Punjab Action Plan<\/h3>\n

During Punjab\u2019s presentation, the Minister stressed that all Crop Residue Management (CRM) machines must be functional and used efficiently. He directed that standard operating procedures be prepared for certification of machines in good working condition.<\/p>\n

The Ministry of Agriculture was asked to work with stakeholders and the scientific community to explore innovative solutions for effective crop residue management and to reassess the effectiveness of existing measures to curb stubble burning.<\/p>\n

The Minister encouraged promotion of pelletisation plants and utilisation of crop residue in thermal power plants and brick kilns. Installation of Compressed Bio-Gas (CBG) plants was highlighted as the most environment-friendly solution for crop residue management. Drone-based surveillance was also encouraged to deter crop residue burning.<\/p>\n

The meeting was attended by senior officials from the Ministries of Environment, Agriculture, Housing and Urban Development, Heavy Industries, the Commission for Air Quality Management (CAQM), Central and State Pollution Control Boards, and representatives of the governments of Rajasthan and Punjab.<\/p>\n","protected":false},"excerpt":{"rendered":"
