{"id":8646,"date":"2026-01-15T18:42:37","date_gmt":"2026-01-15T18:42:37","guid":{"rendered":"https:\/\/theeaglenews.co.in\/?p=8646"},"modified":"2026-01-15T18:42:37","modified_gmt":"2026-01-15T18:42:37","slug":"cm-sukhu-meets-union-finance-minister-seeks-support-for-strengthening-himachal-pradeshs-finances","status":"publish","type":"post","link":"https:\/\/theeaglenews.co.in\/?p=8646","title":{"rendered":"CM Sukhu Meets Union Finance Minister, Seeks Support for Strengthening Himachal Pradesh\u2019s Finances.\u00a0"},"content":{"rendered":"<div style=\"margin-top: 0px; margin-bottom: 0px;\" class=\"sharethis-inline-share-buttons\" ><\/div><h1><strong>CM Sukhu Meets Union Finance Minister, Seeks Support for Strengthening Himachal Pradesh\u2019s Finances.\u00a0<\/strong><\/h1>\n<p>&nbsp;<\/p>\n<p><strong>New Delhi:<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>Chief Minister <strong>\u00a0Sukhvinder Singh Sukhu<\/strong> called on <strong>Union Finance Minister Nirmala Sitharaman<\/strong> in New Delhi today to discuss key fiscal issues concerning Himachal Pradesh and seek the Centre\u2019s support for strengthening the state\u2019s financial position.<\/p>\n<p>During the meeting, CM Sukhu apprised the Union Minister about the <strong>memorandum and additional memorandum submitted to the 16th Finance Commission<\/strong>, emphasizing the need for a realistic and adequate assessment of <strong>Revenue Deficit Grants (RDG)<\/strong>. He urged that the <strong>annual Revenue Deficit Grant for the state be maintained at a minimum of Rs. 10,000 crore<\/strong>, stressing that accurate revenue and expenditure projections are essential for sustainable fiscal planning.<\/p>\n<p>Highlighting the ecological significance of hill states, the Chief Minister proposed the creation of a separate <strong>\u2018Green Fund\u2019<\/strong> with an <strong>annual allocation of Rs. 50,000 crore<\/strong>. He described hill states as the \u201c<strong>Green Frontiers and Lungs of North India<\/strong>\u201d and emphasized that the ecological services they provide must be adequately recognized. Sukhu also recommended a revised formula for <strong>horizontal devolution<\/strong>, giving increased weightage to <strong>forest and ecology criteria<\/strong>, and urged inclusion of <strong>snow-covered and cold desert areas above tree lines<\/strong> along with very dense and moderate forest areas, citing their symbiotic ecological importance.<\/p>\n<p>CM Sukhu further called for a <strong>reframing of the Disaster Risk Index (DRI)<\/strong> developed by the 15th Finance Commission. He highlighted that Himalayan regions face unique challenges and cannot be equated with other parts of the country. He stressed that despite frequent natural disasters, Himachal Pradesh has been deprived of sufficient resources for disaster relief, and requested a <strong>separate DRI for hill states<\/strong> with dedicated allocations.<\/p>\n<p>Addressing the state\u2019s fiscal constraints, the Chief Minister sought <strong>Centre\u2019s approval for additional borrowing of 2% of GSDP<\/strong>, citing a steep reduction in RDG over recent years, which has severely limited the state\u2019s fiscal space.<\/p>\n<p>The meeting was attended by <strong>Principal Advisor to the CM Ram Subhag Singh, Principal Secretary Finance Devesh Kumar, Secretary to the CM Rakesh Kanwar<\/strong>, along with senior officials of the state government.<\/p>\n<p>This meeting reflects the state government\u2019s continued efforts to secure <strong>financial support, ecological funding, and disaster preparedness resources<\/strong> to ensure sustainable development and fiscal stability for Himachal Pradesh.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>CM Sukhu Meets Union Finance Minister, Seeks Support for Strengthening Himachal Pradesh\u2019s Finances.\u00a0 &nbsp;
