Chief Minister Sukhvinder Singh Sukhu today urged the Union Government to provide special relaxations for hill states under the PM e-Bus Sewa Scheme, citing operational challenges posed by difficult geographical terrain and smaller urban populations.<\/p>\n

The Chief Minister raised the issue during a meeting with Union Minister for Housing and Urban Affairs Manohar Lal Khattar in New Delhi. He apprised the Union Minister that no specific concessions have been extended to hill states under the scheme, which has restricted Himachal Pradesh\u2019s ability to fully benefit from the initiative despite the State\u2019s strong commitment to green and sustainable mobility.<\/p>\n

CM Sukhu pointed out that under the existing norms of the scheme, only cities with a population of over 10 lakh are eligible, making Shimla the lone city in Himachal Pradesh to qualify. He emphasized that several urban local bodies such as Dharamshala, Mandi, Solan, Palampur, Hamirpur, Una and Baddi are fast emerging as major centres of economic activity, education and human resource development, and therefore deserve inclusion.<\/p>\n

The Chief Minister requested that suitable relaxations be made in the population criteria to enable hill states like Himachal Pradesh to comprehensively benefit from the PM e-Bus Sewa Scheme.<\/p>\n

Highlighting the State Government\u2019s commitment to reducing air and noise pollution, he informed that Himachal Pradesh plans to replace diesel buses with electric buses on feasible routes. The State has resolved to replace 1,500 diesel buses with electric buses in a phased manner. As part of this initiative, the Government is in the process of procuring 297 electric buses during the current year under the CAPEX model using its own resources.<\/p>\n

Drawing attention to the operational challenges in hilly terrain, the Chief Minister urged the Union Minister to reduce the daily assured mileage under the OPEX model to 150 kilometres per bus for Himachal Pradesh to ensure realistic and achievable operational targets. He also sought a revision in operational assistance from the existing Rs. 22 per kilometre to Rs. 52 per kilometre for hill states, stating that such support is essential for State transport undertakings to operate electric buses without incurring losses.<\/p>\n

The Chief Minister further suggested that capital assistance under the scheme should be linked to actual mileage achieved to incentivize better performance and ensure equitable reimbursement.<\/p>\n

In a separate request, CM Sukhu urged the Union Minister to facilitate the issuance of a No Objection Certificate (NoC) from the Bhakra Beas Management Board (BBMB) for the transfer and allotment of 47 bighas of surplus vacant land at Sundernagar. The land is proposed to be used for establishing an integrated office of the Himachal Pradesh Power Corporation Limited (HPPCL), which is currently functioning from multiple locations across the State.<\/p>\n

Union Minister Manohar Lal Khattar assured the Chief Minister of all possible assistance and gave a patient hearing to the issues raised.<\/p>\n
