Wide-Ranging Decisions Taken to Strengthen Healthcare, Social Security, Energy, Tourism and Governance.<\/h2>\n

The Himachal Pradesh State Cabinet, in its meeting held here today under the chairmanship of Chief Minister Sukhvinder Singh Sukhu, took a series of important decisions aimed at strengthening healthcare infrastructure, promoting social welfare, boosting renewable energy, enhancing tourism and improving administrative efficiency across the State.<\/p>\n

In a major decision, the Cabinet approved the establishment of a state-of-the-art Cancer Care Centre at Dr. Radhakrishnan Government Medical College, Hamirpur. It also sanctioned the creation of 11 new departments in the proposed centre along with the creation and filling up of requisite posts of various categories to ensure its smooth and effective functioning.<\/p>\n

To ensure timely benefits to eligible citizens, the Cabinet decided to amend the Social Security (Pension and Allowance) Rules, 2010, with a view to ensuring time-bound disbursal of social security pensions to beneficiaries.<\/p>\n

In the renewable energy sector, the Cabinet approved the adoption of the National Policy on Geothermal Energy to facilitate exploration and development of the State\u2019s untapped geothermal energy resources. The Directorate of Energy was approved as the Nodal Agency for implementing the policy, and amendments to the Swaran Jayanti Energy Policy, 2021 were sanctioned to incorporate geothermal energy guidelines.<\/p>\n

With the objective of strengthening welfare schemes for orphans and widows, the Cabinet gave approval to promulgate an Ordinance to levy an \u2018Orphan and Widow Cess\u2019 on petrol and high-speed diesel at the point of first sale in the State. The cess will not burden consumers while ensuring adequate financial resources for effective implementation of welfare schemes.<\/p>\n

The Cabinet also approved the allotment of four hydroelectric projects up to 25 MW capacity\u20146 MW Khauli-II, 24 MW Malana-III, 21.9 MW Manalsu and 18 MW Dhancho\u2014to successful bidders after completion of the tendering process.<\/p>\n

In a significant boost to tourism, the Cabinet decided to construct a 4.3-kilometre-long Naddi Zipline Project near Dharamsala in Kangra district at an estimated cost of Rs. 7.41 crore. Once completed, it will be Asia\u2019s longest zipline and is expected to become a major tourist attraction.<\/p>\n

The Cabinet gave its nod to amend the Senior Resident Doctor Policy, providing a 66.66 per cent quota for in-service GDOs\/MOs and 33.33 per cent for direct candidates. It was further decided that the seats would be interchangeable in case of non-availability of eligible candidates in either category.<\/p>\n

In administrative decisions, the Cabinet approved filling up of 11 posts of Assistant Commissioner, State Taxes and Excise, and decided to fill 11 posts of different categories as Job Trainees in the Residential Institute for Mentally Challenged Children at Hiranagar in Shimla district. It also approved the creation and filling up of 11 posts in the Disaster Management Cell of the Revenue Department and okayed the filling of six posts of Tehsildar. To expedite disposal of pending cases, retired revenue officers will be re-engaged on fixed remuneration.<\/p>\n

The Cabinet also decided to fill four posts of Junior Engineer (Horticulture) as Job Trainees in the Public Works Department and approved the creation and filling up of four posts of various categories for the Volleyball Sports Hostel at Bhareri in Hamirpur district.<\/p>\n

In a significant relief to nursing aspirants, the Cabinet amended the policy relating to the post of Assistant Staff Nurse, revising the age limit to 18 to 45 years, with a five-year age relaxation for candidates belonging to SC\/ST and other eligible categories. Earlier, the age limit was 21 to 32 years.<\/p>\n

To strengthen healthcare infrastructure further, the Cabinet permitted the construction of eight additional blocks in the campus of AIIMS Bilaspur.<\/p>\n

The Cabinet decided to extend the Himachal Pradesh Industrial Investment Policy, 2019 up to 31st March, 2026, to promote sustainable industrial development, generate employment, enhance ease of doing business and attract investments in the State.<\/p>\n

It also decided, in principle, to take over the Institute for Children with Special Abilities, Dhalli, in Shimla district. Approval was also granted for the Standard Operating Procedure-cum-guidelines for the recruitment of cr\u00e8che workers and cr\u00e8che helpers in the State.<\/p>\n

To strengthen the food testing ecosystem, the Cabinet approved the establishment of four new laboratories for nutritional profiling\u2014one each in Kangra, Mandi, Shimla and Solan (Baddi)\u2014and the upgradation of the composite testing laboratory at Kandaghat in Solan district, along with the creation and filling up of requisite posts.<\/p>\n

In the aviation sector, the Cabinet allowed Alliance Air Aviation Ltd. to operate 46-seater aircraft seven days a week on the Delhi\u2013Shimla\u2013Delhi and Shimla\u2013Dharamshala\u2013Shimla routes.<\/p>\n

The Cabinet also gave its nod to construct a new ice-skating rink in Shimla.<\/p>\n

To regulate the functioning of revenue officers and govern the appointment, duties, emoluments and disciplinary provisions of village officers, the Cabinet approved the Himachal Land Revenue Rules, 2025.<\/p>\n
