Addressing a large public meeting at Barthin in the Jhandutta Assembly constituency of Bilaspur district, the Chief Minister asserted that the Congress government would continue to fight for the state’s interests with the support of the people.

Reiterating his firm stand on employee welfare, the Chief Minister said that the Old Pension Scheme (OPS) would not be stopped as long as there is a Congress government in the state. He revealed that there was pressure on him to roll back OPS, but he refused to bow down. He accused the BJP of ending OPS in Rajasthan and assured government employees in Himachal Pradesh that their pension rights were fully protected under the present dispensation.

Highlighting the financial management of the state, CM Sukhu said that while the Congress government had taken loans amounting to Rs. 23,000 crore over the past three years, it had repaid Rs. 26,000 crore towards principal and interest. He alleged that the previous BJP government left behind liabilities exceeding Rs. 50,000 crore, including loans, and spent nearly Rs. 5,000 crore for political gains instead of public welfare.

The Chief Minister termed 1 February a “black day” in the history of Himachal Pradesh, stating that the Central Government had stopped annual grants of nearly Rs. 10,000 crore that the state had been receiving for the past 73 years under constitutional provisions. He pointed out that with 68 percent of the state’s land under forest cover, people survive on the remaining 32 percent, which has been consistently ignored by the Centre. He asked BJP MPs and MLAs whether they would speak up for the Rs. 50,000 crore the state stands to lose over the next five years.

Calling the move an attack on the rights of Himachal’s people, the Chief Minister said the fight would be taken forward unitedly. He even offered to go to Delhi under the leadership of BJP MLAs to demand the state’s rights, emphasizing that individuals and parties may change, but Himachal’s interests must come first.

Announcing a series of development initiatives for the Jhandutta Assembly constituency, the Chief Minister declared Rs. 2.5 crore for the construction of the Re-Radoh bridge and another bridge at Dadhog Tappay village. He also announced that schools at Barthin, Gehadvi and Jhandutta would be brought under the CBSE curriculum, along with the opening of a sub-tehsil at Talai, a cooperative bank at Malhot, and the upgradation of the Primary Health Centre at Kalol.

The Chief Minister provided financial assistance of Rs. 31,000 each to 16 families affected by a road accident at Bhallu Ghat bridge and honoured the family of late Shaurya Chakra awardee Baldev Chand.

Referring to disaster management, CM Sukhu said the Central team assessed losses at Rs. 9,300 crore, but BJP MPs did not raise the issue even once in Parliament. He said he personally visited all disaster-affected areas, including Jhandutta. Without waiting for public demand, the government enhanced compensation for collapsed houses from Rs. 1.5 lakh to Rs. 7 lakh, and provided rent assistance of Rs. 10,000 in urban areas and Rs. 5,000 in rural areas, calling this empathetic approach the true change in governance.

He also announced relief measures for various sections, stating that royalty for fishermen had been reduced from 15 percent to 7.5 percent, with further reductions planned. Assistance for stray cattle has been increased from Rs. 700 to Rs. 1,200 per animal.

Criticizing the Centre’s employment policies, the Chief Minister said while the state government was providing jobs to youth, the Central Government introduced the Agniveer scheme, questioning the future of youth after four years of service. He also accused the BJP of weakening the MGNREGA scheme, which was introduced by Congress leader Sonia Gandhi to provide employment.

Accusing the BJP of attempting to topple the elected government, the Chief Minister said nine MLAs left the Congress, and for the first time in the country, independent MLAs had to stage a protest to get their resignations accepted. However, with public support, the Congress once again reached a strength of 40 MLAs in the Assembly.

Earlier in the day, the Chief Minister inaugurated and laid foundation stones for four development projects worth Rs. 42.43 crore in Barthin. He inaugurated the administrative building of the Government Polytechnic, Kalol, named after Param Vir Chakra awardee Naib Subedar Sanjay Kumar, constructed at a cost of Rs. 3.30 crore. He also laid the foundation stone for the upgradation of the Ghumarwin–Barthin–Shahtalai road (Rs.12.88 crore), the revised sewerage scheme for Shahtalai town (Rs.25 crore), and the beautification of Charan Ganga at Shahtalai (Rs.1.25 crore).

The Chief Minister received a grand welcome on his arrival at Barthin. Congress leader Vivek Kumar praised his leadership, stating that despite facing major natural disasters, the Chief Minister stood with the people day and night and significantly enhanced compensation for affected families.

Technical Education Minister Rajesh Dharmani, former MLAs Bumbar Thakur and Biru Ram Kishore, District Congress President Anjana Dhiman, Congress leader Subhash Dadhwalia, Deputy Commissioner Bilaspur Rahul Kumar, Superintendent of Police Sandeep Dhawal, and other dignitaries were present on the occasion.

CM Questions BJP’s Silence on Himachal’s Rights, Reaffirms Commitment to OPS and Development.
