Chief Minister Sukhvinder Singh Sukhu on Monday met Union Finance Minister Nirmala Sitharaman in New Delhi and sought a financial package under special central assistance to cover the revenue deficit for the financial year 2026\u201327.<\/p>\n

During the meeting, the Chief Minister expressed serious concern over the discontinuation of the Revenue Deficit Grant (RDG), stating that the move would have far-reaching adverse effects on the financial health of Himachal Pradesh. He emphasized that the hill state cannot be compared with larger states whose RDG has been discontinued, noting that RDG constituted about 12.7 percent of Himachal\u2019s total revenue \u2014 the second highest in the country after Nagaland.<\/p>\n

CM Sukhu pointed out that while bigger states may have the capacity to absorb the financial shock arising from the discontinuation of such grants, the economy of a small hill state like Himachal Pradesh cannot withstand the same pressure. \u201cAssessing all states on a single yardstick is neither healthy nor transparent,\u201d he remarked, adding that such an approach undermines the spirit of cooperative federalism.<\/p>\n

Citing Article 275(1) of the Constitution of India, the Chief Minister said that provisions exist for grants to states that are unable to bridge the gap between revenue receipts and expenditure. He observed that this was the first time the Finance Commission had completely overlooked the developmental needs and structural challenges of small hill states.<\/p>\n

CM Sukhu informed the Union Finance Minister that over the past two to three years, the state government had undertaken several fiscal corrective measures to strengthen its financial position. He highlighted that no off-budget borrowing had been resorted to and that nearly \u20b9600 crore was being raised annually through various cess. He added that despite rationalizing subsidies and increasing tax rates wherever feasible, the revenue deficit gap persists, partly due to revenue losses under the GST regime.<\/p>\n

The Chief Minister urged the Centre to constitute a dedicated committee to comprehensively assess the economic conditions of hill states and recommend corrective measures tailored to their unique geographical and financial constraints.<\/p>\n

Union Finance Minister Nirmala Sitharaman assured the Chief Minister that the demands of the state would receive sympathetic consideration.<\/p>\n

Principal Advisor to the Chief Minister Ram Subhag Singh and Principal Secretary (Finance) Devesh Kumar were also present during the meeting.<\/p>\n","protected":false},"excerpt":{"rendered":"
