India Engages U.S. on Proposed Section 301 Tariffs as Trade Framework Talks Continue.

India has reaffirmed its engagement with the United States over proposed tariff measures under Section 301 of the U.S. Trade Act of 1974, while simultaneously continuing negotiations aimed at finalizing a broader bilateral trade framework agreement.
The development follows the conclusion of investigations by the United States Trade Representative (USTR) into trade-related measures adopted by 60 economies, including India. The investigations examined policies that, according to the U.S., restrict or prevent the import of goods into these markets.
Based on its findings, the USTR has proposed additional tariffs on imports originating from the affected economies. However, the proposed measures are not yet final and remain subject to a public consultation process before any decision is implemented.
Proposed Tariffs Under Review
According to the USTR report, the proposed tariffs would apply to a range of imports from the 60 economies under Section 301, a trade enforcement mechanism that allows the United States to respond to foreign trade practices it considers unfair or discriminatory.
Certain categories of goods, including products already covered under Section 232 tariffs and other specified items, have been excluded from the latest tariff proposals.
The USTR has also proposed a special mechanism for textile and apparel products. Under this arrangement, a designated volume of imports from selected economies could enter the U.S. market at lower tariff rates, potentially offering some relief to exporting countries and industries.
Public Consultation Process Begins
The proposed measures will undergo a formal review process before any final determination is made.
Stakeholders, including businesses, industry associations, and other interested parties, may submit requests to participate in public hearings until June 22, 2026. Written comments on the proposals can be filed until July 6, 2026, while public hearings are scheduled to take place on July 7, 2026.
The USTR has indicated that it will carefully evaluate all comments, testimony, and submissions received during the consultation process before deciding whether to proceed with the proposed tariffs.
India Continues Diplomatic Engagement
The Government of India stated that it remains actively engaged with U.S. authorities regarding the Section 301 proceedings and is closely monitoring developments related to the proposed trade measures.
Officials emphasized that discussions with Washington are continuing through established bilateral channels as part of the ongoing review process.
In parallel, India and the United States are advancing negotiations aimed at finalizing a broader trade framework agreement. The talks are being conducted in line with commitments announced on February 2, 2026, and the joint statement released by both countries on February 7, 2026.
Focus on Strengthening Bilateral Trade
The ongoing negotiations reflect the importance of economic ties between the world’s two largest democracies. Both nations have sought to deepen trade and investment cooperation while addressing longstanding market-access concerns and regulatory issues.
Analysts note that the outcome of the Section 301 review and the progress of the framework agreement could have significant implications for bilateral trade flows, particularly in sectors such as textiles, apparel, manufacturing, technology, and agriculture.
As consultations continue in Washington and negotiations advance between the two governments, businesses on both sides will be closely watching the next steps in the evolving U.S.-India trade relationship.
