Cabinet Approves “One Nation One Subscription” Scheme to Enhance Access to Global Research.

In a landmark decision, the Union Cabinet, led by Prime Minister Narendra Modi, has approved the “One Nation One Subscription” (ONOS) scheme, a significant initiative aimed at providing country-wide access to high-impact international scholarly research articles and journal publications. The scheme, set to roll out in 2025, will benefit approximately 1.8 crore students, faculty, and researchers across over 6,300 government-managed higher education institutions and research & development laboratories.
The initiative aligns with the vision of “Viksit Bharat @ 2047” and the National Education Policy (NEP) 2020, promoting research and development in India. By providing access to nearly 13,000 e-journals from 30 major international publishers, ONOS seeks to foster interdisciplinary research and support India’s goal of becoming a global leader in research innovation.
With a budget allocation of Rs. 6,000 crore for 2025-2027, the subscription will be managed through a fully digital platform by the Information and Library Network (INFLIBNET), under the University Grants Commission (UGC). The scheme is expected to play a pivotal role in breaking down barriers to quality research, especially for institutions in tier 2 and tier 3 cities, ensuring equal opportunities for students and researchers nationwide.
This step is seen as a crucial part of the government’s ongoing efforts to strengthen India’s research ecosystem and contribute to the country’s development as an Atmanirbhar and knowledge-driven economy.
