Massive Employment Drive Underway; 1,602 Bijli Upbhogta Mitras and 1,000 T-Mates to Be Appointed.

In a historic move to strengthen the power infrastructure and service delivery in Himachal Pradesh, the State Government has approved the recruitment of over 2,600 youth in the Himachal Pradesh State Electricity Board Limited (HPSEBL). This includes the engagement of 1,602 Bijli Upbhogta Mitras and 1,000 T-Mates, marking one of the largest-ever recruitment drives in the history of the state-run power utility.

The decision, taken under the leadership of Chief Minister Thakur Sukhvinder Singh Sukhu, aims to address the acute shortage of field staff and ensure the provision of efficient, reliable, and uninterrupted electricity services to consumers across the state.

A Strategic Move to Address Staffing Gaps
A government spokesperson revealed that of the 4,009 sanctioned posts of T-Mates in HPSEBL, 3,049 positions remain vacant, significantly hampering field operations, maintenance, and service restoration—especially during natural disasters or technical failures.

To bridge this gap swiftly, the government has decided to engage 1,602 Bijli Upbhogta Mitras on a temporary basis against the vacant T-Mate posts, in addition to initiating the regular recruitment of 1,000 new T-Mates.

“The field staff are the backbone of HPSEBL. They are the first responders during storms, floods, or any disruptions in power supply. Strengthening this workforce will significantly improve electricity services, especially in remote and disaster-prone areas,” the spokesperson said.

Eligibility Criteria and Recruitment Process
The recruitment of Bijli Upbhogta Mitras will be carried out by an authorized government agency. Key eligibility conditions include:

Educational Qualification: Matriculation with an ITI certificate in Electrical or Wireman trade from a recognized institution.
Age Limit: Applicants must be between 18 and 30 years of age.
The government is expected to notify the recruitment details and application process shortly.

Boost to Employment and Service Delivery
Chief Minister Thakur Sukhvinder Singh Sukhu, while commenting on the decision, stated: “Our government is committed to creating meaningful employment opportunities for the youth. This recruitment drive is not just about strengthening HPSEBL; it’s about empowering thousands of families through jobs and improving essential services for every citizen.”

He added that in the last two and a half years, the government has provided employment to over 23,000 youth in the public sector alone. More such initiatives are on the anvil to promote both employment and self-employment across various sectors in the state.

This recruitment initiative aligns with the government’s broader vision of building a resilient, responsive, and citizen-centric power supply system. The appointment of Bijli Upbhogta Mitras at the circle level will not only expedite maintenance work but will also ensure direct community engagement and faster grievance redressal.

The spokesperson emphasized that the upgradation of human resources in HPSEBL will play a critical role in:

Reducing outage durations
Improving billing and metering services
Enhancing rural electrification
Responding swiftly to infrastructure damage during emergencies

By combining employment generation with infrastructure enhancement, this move is expected to be a game-changer for the power sector in Himachal Pradesh and a big step toward building a stronger, more service-oriented public utility.
