New Delhi / Patna:

In a significant boost to women’s empowerment in Bihar, Prime Minister Narendra Modi today launched the Mukhyamantri Mahila Rojgar Yojana, a state-level employment scheme aimed at enabling financial independence among women. The launch, conducted via video conferencing, saw Rs. 10,000 directly transferred into the bank accounts of 75 lakh women across the state, marking a landmark moment in Bihar’s development journey.

Addressing the gathering, Prime Minister Modi began by extending Navratri greetings and expressed pride in launching the scheme dedicated to the women of Bihar. He described the occasion as a “milestone moment” and noted that the initiative complements the Central Government’s ambitious Lakhpati Didi campaign, which aims to empower 3 crore rural women to become self-reliant and earn sustainable incomes. So far, over 2 crore women have already reached this milestone nationwide.

“When a woman progresses, the entire society moves forward,” the Prime Minister remarked, reiterating the government’s women-centric approach to policy-making.

A Game-Changing Scheme for Bihar’s Women

The Mukhyamantri Mahila Rojgar Yojana, backed by both the state and central governments, aims to ensure that at least one woman in every household in Bihar gains access to livelihood opportunities. Starting with an initial support of Rs. 10,000, the scheme allows successful beneficiaries to access up to Rs. 2 lakh for expanding their businesses. The scheme encourages women to open grocery, cosmetic, and toy shops, or engage in poultry, cattle rearing, and other entrepreneurial activities. Training and mentorship will also be provided.

PM Modi emphasized that the infrastructure created through the Jan Dhan Yojana, including the linkage of over 30 crore women’s bank accounts with Aadhaar and mobile numbers, made such seamless, corruption-free financial transfers possible.

Strengthening Self-Help Networks

PM Modi highlighted Bihar’s strong network of nearly 11 lakh self-help groups (SHGs), including the recently launched Jeevika Nidhi Credit Cooperative Society, which he said will be integrated with the new scheme for greater reach and effectiveness.

“This integration will ensure that the scheme doesn’t just remain on paper but becomes a transformative force across the state from day one,” the Prime Minister stated.

Empowering Women Through Holistic Support

Beyond employment, the Prime Minister detailed a comprehensive vision for women’s development, which includes:

  • Swasth Nari, Sashakt Parivar Campaign: Launched on September 17, 2025, this campaign has already conducted over 4.25 lakh health camps, screening more than 1 crore women for serious ailments including anemia, diabetes, blood pressure, and cancer.
  • Ujjwala Yojana: PM Modi recalled the transformation brought about by the scheme, which gave gas connections to crores of rural women, freeing them from smoke-filled kitchens and improving health outcomes.
  • PM Awas Yojana: Over 50 lakh homes built in Bihar under the scheme now have women as co-owners, a structural change that has empowered women with property rights for the first time.
  • Ayushman Bharat and Matru Vandana Yojana: Lakhs of women in Bihar have received free medical treatment worth up to Rs. 5 lakh and direct financial assistance during pregnancy.

Economic Relief During Festive Season

Addressing the concerns of households during the ongoing festive season (Navratri, Diwali, Chhath), the Prime Minister announced that the GST rates on essential items like soap, shampoo, toothpaste, ghee, stationery, clothes, and footwear have been reduced nationwide from September 22, 2025, easing the financial burden on women managing household expenses.

From ‘Lantern Raj’ to Empowerment Era

PM Modi also drew a sharp contrast with past governance in Bihar. He recalled the “lantern era” marked by lawlessness, poor infrastructure, and widespread corruption. During that time, he said, women suffered the most, especially during natural disasters and poor healthcare access.

He praised the leadership of Chief Minister Nitish Kumar for helping restore law and order in Bihar and creating an environment where “daughters can now step out of their homes without fear, even at night.” The Prime Minister pointed to the growing presence of women in the police force and other professions, including the armed forces and fighter pilot roles, as evidence of changing times.

A Vision for Self-Reliant Women and a Stronger Bihar

Emphasizing that empowering women is central to building a stronger society and economy, PM Modi concluded by urging women to take full advantage of the newly launched scheme. He also called upon citizens to ensure that Bihar never returns to its difficult past and continues on its path of progress, dignity, and development.

“Women in Bihar have the courage and determination to bring transformative change. Today’s scheme is not just about employment—it’s about dignity, ownership, and a brighter future,” the Prime Minister said in his closing remarks.

The event was attended by Bihar Chief Minister Nitish Kumar, Union Minister Rajiv Ranjan Singh, and several other dignitaries. The launch marks a new chapter in Bihar’s development story, with women firmly at its heart.
