Senior Resident Doctor Terminated After Scuffle With Patient at IGMC Shimla.

The Directorate of Medical Education & Research (DMER), Himachal Pradesh, has terminated the services of Dr. Raghav Nirula, Senior Resident in the Department of Pulmonary Medicine at Indira Gandhi Medical College & Hospital (IGMC), Shimla, following an inquiry into an incident involving a scuffle with a patient.
According to an official order issued by the Directorate, a preliminary report was received from the Disciplinary Inquiry Committee of IGMC through the Principal concerned on December 22, 2025. The report pertained to an incident involving a physical altercation between a patient, Arjun (36), and Dr. Raghav Nirula within the hospital premises.
The hospital’s disciplinary committee, after an initial inquiry, recommended that the doctor be placed on leave pending further investigation. In parallel, the attendants of the patient lodged a First Information Report (FIR) against the doctor, which is currently under police investigation.
Based on the preliminary inquiry findings and a video clip of the scuffle, Dr. Nirula was placed under suspension from his Senior Residency on December 22, 2025, under Clause-9 of the Resident Doctor Policy, 2025, with immediate effect.
Subsequently, the state government constituted a high-level Inquiry Committee vide order dated December 23, 2025, to examine all aspects of the incident and submit a fact-finding report within 72 hours. The committee submitted its report on December 24, 2025, through the Principal, IGMC, Shimla.
After perusal of the inquiry report, the Directorate concluded that both parties—the patient and the Senior Resident doctor—were responsible for the incident. The report held that the actions amounted to misconduct, misbehaviour, acts of commission, and conduct unbecoming of a public servant, constituting a violation of the Resident Doctor Policy, 2025.
In view of these findings, the Director of Medical Education & Research, Himachal Pradesh, ordered the termination of Dr. Raghav Nirula from the post of Senior Resident, Department of Pulmonary Medicine, IGMC Shimla, under Clause-9 of the Resident Doctor Policy, 2025. The termination has been enforced with immediate effect.
