Centre Unveils Model Guidelines for Beggars’ and Shelter Homes at Chintan Shivir in Chandigarh.

The center has unveiled comprehensive Model Guidelines on the Care, Rehabilitation, and Management of Beggars’ and Shelter Homes during a three-day Chintan Shivir organised in from April 24 to 26, 2026.
The newly released guidelines aim to establish a uniform and humane framework for the management of shelter homes across all States and Union Territories. They focus on improving living conditions, ensuring dignity, and promoting rehabilitation for vulnerable populations residing in such facilities.
According to the Ministry, the guidelines cover several critical areas, including preventive healthcare and sanitation, infrastructure development and capacity enhancement, nutrition and food safety, vocational training, and rehabilitation. They also emphasize the importance of legal aid, awareness initiatives, and sensitivity toward children and gender-specific needs.
A key feature of the framework is its emphasis on accountability and oversight mechanisms to ensure proper implementation and monitoring of shelter homes. Additionally, the guidelines encourage convergence with existing Central and State government schemes to streamline services and improve outcomes for residents.
The Ministry has urged all States and Union Territories to adopt and implement these guidelines in both letter and spirit. The objective is to ensure that individuals living in beggars’ homes and shelter facilities are provided with safe, dignified, and supportive environments that enable their reintegration into society.
The Chintan Shivir served as a collaborative platform for policymakers and state representatives to discuss challenges, share best practices, and align strategies for social welfare initiatives across the country.
