Himachal Government’s Revenue Reforms Resolve 4 Lakh Cases, Usher in Era of Transparency and Digitization.

In a major stride towards transparent and citizen-friendly governance, the Himachal Pradesh Government, under the leadership of Chief Minister Sukhvinder Singh Sukhu, has initiated sweeping reforms in the Revenue Department over the last two and a half years. The ambitious overhaul aims to provide convenient, accessible, and tech-enabled services to the public, significantly easing the burden on landowners across the state.

A State Government spokesperson stated that approximately 4 lakh pending revenue cases have been resolved through specially organized Revenue Lok Adalats at Sub-Tehsil and Tehsil levels. These courts have brought administration closer to the public and expedited grievance redressal on a large scale.

Between October 2023 and June 2025, the department achieved remarkable results, completing:

  • 3,33,892 mutations
  • 20,369 land partitions
  • 36,164 demarcations
  • 9,435 corrections in land records

“This initiative has provided immense relief to thousands of landowners and farmers by cutting through long-standing bureaucratic delays,” the spokesman noted.

Push for Digitization and Modernization

Under the Chief Minister’s directives, the department is increasingly adopting modern digital technologies to enhance service delivery. As part of this initiative:

  • 90% of Village Maps have been uploaded to the Bhu-Naksha portal
  • Bhu-Aadhaar, or Unique Identification Numbers, have been generated for 1.19 crore Khasra numbers out of a total 1.44 crore
  • 71% of land accounts (Khatas) have been integrated with Aadhaar
  • 30% of landowners have completed Aadhaar seeding

Additionally, the Chief Minister has ordered complete digitization of Revenue Court Case filing and management, along with the mutation process. This will enhance transparency and significantly reduce procedural delays.

Legislative and Structural Reforms

To fast-track long-pending revenue cases, the government has amended the Himachal Pradesh Land Revenue Act, 1954. The new provisions empower Revenue Officers to issue e-summons, which can be served via email or WhatsApp, thus streamlining the summons process and reducing unnecessary delays.

Citizen-Centric Innovations

The government has also launched a paperless registry system called ‘My Deed’, enabling applicants to apply online and make only a single visit to the Tehsil office. “This ensures time-bound service delivery and cuts down on multiple visits to government offices,” the spokesperson added.

Moreover, the Jamabandi format—a crucial land record—has been simplified and translated into Hindi, replacing difficult Urdu and Farsi terms to make it more understandable for common people.

Another significant initiative is the e-Roznamcha, which allows Patwaris to log daily events digitally. This enhances supervision, as Tehsildars can now monitor field-level activities online. An online mutation register is also being developed and linked with this system.

Looking ahead, the department is working on:

  • Digitally signed Jamabandi module, reducing the need for physical visits to Patwarkhanas
  • An online mutation module that will be integrated with the Jamabandi to reduce processing time and increase accountability

A Model for Good Governance

“These reforms aim to end the era of frequent visits to revenue offices for small services. By reducing red tape, improving efficiency, and embracing technology, the government is prioritizing citizens’ convenience and building a more accountable administrative framework,” said the official.

The Sukhu-led government’s comprehensive revenue reforms are being seen as a model of e-governance and public service transformation, ensuring timely justice and reliable services to Himachal’s citizens.
