Department of Posts, Ministry of Rural Development Sign Landmark MoU to Boost Rural Financial Inclusion and Livelihoods.

In a significant move aimed at accelerating rural transformation and strengthening last-mile service delivery, the Department of Posts (DoP) and the Ministry of Rural Development (MoRD) on Tuesday signed a landmark Memorandum of Understanding (MoU) to deepen collaboration in the areas of rural financial inclusion, livelihood promotion and logistics enablement.
The MoU was signed in New Delhi in the presence of Union Minister of Communications and Development of North Eastern Region Jyotiraditya M. Scindia and Union Minister of Rural Development and Agriculture & Farmers’ Welfare Shivraj Singh Chouhan.
The partnership marks a major step towards expanding financial, digital and logistics services for Self-Help Groups (SHGs) and rural households across the country. It aligns with the Government of India’s vision of “Dak Sewa, Jan Sewa,” as envisaged by the Prime Minister, and seeks to reposition India Post as a key driver of rural economic growth.
The collaboration also reflects the priorities outlined in the Union Budget 2025–26, which emphasises leveraging India Post’s unparalleled nationwide reach to promote financial inclusion, digital empowerment and livelihood opportunities in rural India.
With a vast network of more than 1.5 lakh rural post offices, India Post Payments Bank (IPPB) and nearly 2.4 lakh Gramin Dak Sevaks, the Department of Posts is uniquely positioned to deliver services at the grassroots level. Under the MoU, this extensive infrastructure will be harnessed to enhance access to banking, entrepreneurship opportunities, digital services and markets for rural women, SHGs and community institutions.
As part of the agreement, IPPB will provide doorstep banking services, including savings accounts, payments and remittances, through its digitally enabled platform. To promote cashless transactions and improve record-keeping, SHG members will be equipped with electronic tablets and Point of Sale (PoS) machines. Certificates will also be issued to SHG members to formally recognise their participation, strengthening their credibility for financial and market linkages.
The Department of Posts will ensure last-mile delivery of services through its postal staff and Gramin Dak Sevaks, enabling effective outreach even in remote and underserved regions. Market access for SHG products will be further strengthened through Dak Ghar Niryat Kendras, which will facilitate domestic and international marketing and export opportunities for rural enterprises.
The MoU also envisages support for Aadhaar enrolment and updation in rural areas, simplifying beneficiary verification for various schemes of the Ministry of Rural Development. Insurance coverage will be expanded through the promotion of Postal Life Insurance (PLI) and Rural Postal Life Insurance (RPLI), including opportunities for SHG members to work as insurance agents.
In addition, India Post Payments Bank will focus on capacity building by onboarding and training women from SHGs as Business Correspondents. This initiative is expected to create new livelihood opportunities while enhancing financial literacy and accelerating digital adoption in rural communities.
The inter-ministerial partnership underscores the evolving role of the Department of Posts as a trusted, technology-enabled and citizen-centric institution. By combining outreach, digital capabilities and institutional support, the collaboration is set to contribute significantly to inclusive growth, women-led development and sustainable rural prosperity across the country.
