PM Modi Distributes Over 51,000 Appointment Letters at 20th Rozgar Mela.

New Delhi:

Prime Minister Narendra Modi on Saturday distributed more than 51,000 appointment letters to newly appointed youth in various government organisations at the 20th Rozgar Mela, held through video conferencing.

Addressing the newly appointed candidates, Modi said the occasion marked an important new beginning for thousands of young people and their families. He congratulated the recruits and acknowledged the hard work of the candidates as well as the sacrifices made by their parents.

“I wish you all the very best for this new beginning in life,” Modi said.

Welcoming the new appointees to the Government of India, the Prime Minister said the country’s youth will play a central role in India’s journey towards becoming a developed nation by 2047. He underlined the importance of young government employees in strengthening the twin objectives of a developed and self-reliant India.

Modi said India’s young generation has earned growing global confidence through its talent, skills and entrepreneurial capabilities. “The world has high hopes from our innovators, our entrepreneurs, and our youth power,” he said.

Focus on Global Opportunities for Youth

Referring to the recently concluded BRICS Summit, Modi said the government’s approach to international cooperation extends beyond traditional government-to-government engagement. He cited initiatives such as BRICS CONNECT and the BRICS MSME Cooperation Portal, which aim to connect entrepreneurs, farmers, women and young people with international partnerships.

He said the objective is to ensure that people from different sections of society become active participants in India’s growing global partnerships.

The Prime Minister also highlighted the role of Free Trade Agreements in creating new opportunities for Indian businesses and young people. He said trade agreements with around 40 countries are opening new markets and partnerships for Indian entrepreneurs while creating fresh career opportunities for the country’s youth.

“These Free Trade Agreements are creating new doors of possibilities for our youth,” he said.

Emphasis on Education, Skills and Apprenticeships

Modi outlined several government initiatives aimed at preparing young people for the changing requirements of the economy. These include the National Education Policy, Skill India Mission, Pradhan Mantri Kaushal Vikas Yojana and efforts to expand apprenticeship opportunities.

He also highlighted the PM-SETU scheme, under which 1,000 government Industrial Training Institutes are being modernised with an investment of Rs 60,000 crore, with direct participation from industry.

“Our endeavor is that the education and skills of the youth keep pace with the needs of the changing economy,” the Prime Minister said.

Startup Ecosystem Expanding Beyond Metros

Highlighting India’s startup ecosystem, Modi said the country is currently the world’s third-largest startup ecosystem. He noted that India’s startup activity is increasingly spreading beyond major metropolitan centres, with nearly half of recognised startups based in Tier-2 and Tier-3 cities.

He said young people from villages, towns and smaller cities are increasingly turning their ideas into businesses and creating employment opportunities for others.

“Today the youth from villages, towns, and small cities are also playing a major role in India’s new economy,” Modi said.

Push for Private Sector Employment

The Prime Minister also highlighted the Pradhan Mantri Viksit Bharat Rojgar Yojana, a Rs 1 lakh crore initiative aimed at bringing two crore young people into the formal workforce for the first time.

Under the scheme, first-time employees can receive incentives of up to Rs 15,000, while employers are also provided financial incentives for generating additional employment.

Modi said the government is working across multiple sectors to expand employment opportunities in the country.

Economic Growth and Investment

Linking employment generation with economic growth, the Prime Minister said sustained job creation depends on economic expansion, higher investment and the growth of new industries.

He referred to India’s 7.8 per cent growth rate and a 12 per cent increase in investment during the first quarter. He also said India’s economic outlook has continued to receive positive assessments despite uncertainty in the global economy.

According to Modi, reforms undertaken over the past several years have contributed significantly to India’s economic growth.

Call for Continuous Administrative Reforms

Addressing the newly appointed government employees, Modi called for continuous administrative reforms aimed at simplifying tax compliance, improving the ease of doing business, strengthening education and skilling systems, and opening new sectors to innovation.

He urged the new officials to ensure that the pace of governance reforms continues throughout their careers.

“It is necessary that the Reform Express in the country runs continuously at full speed,” he said.

The Prime Minister also urged the recruits to ensure that their administrative decisions help remove obstacles for young people, encourage innovation and facilitate investment that can generate employment.

He said every administrative decision and every file cleared by officials should contribute to creating an environment in which the aspirations of the country’s youth can flourish.

New Officials Asked to Work With Empathy

Modi asked the newly appointed employees to use their experience of overcoming challenges as a source of empathy while serving citizens.

He urged them to identify and remove the bureaucratic difficulties that they themselves may have experienced before entering government service.

“Your effort should be that the difficulties you have gone through, other youths should not have to go through them,” he said.

Focus on Lifelong Learning and Technology

The Prime Minister also stressed the importance of continuous learning and skill development in an era of rapid technological change.

He encouraged the new recruits to upgrade their skills and learn new technologies through the Mission Karmayogi framework. He referred to the ‘Karmayogi Prarambh’ module, which has been designed to help new government employees understand the functioning of the administrative system.

Modi said around 1.7 crore employees are already associated with the iGOT platform.

“The more you improve yourself, the better you will be able to serve the citizens of the country,” he said.

Citizen-Centric Governance at the Core

Emphasising the importance of public trust, Modi said the effectiveness of government is ultimately reflected in the everyday experiences of citizens.

He pointed to services such as elderly pensions, student scholarships and farmer subsidies, saying that government employees’ decisions can have a direct impact on people’s lives.

He urged the recruits to maintain efficiency, honesty, sensitivity and respectful behaviour while dealing with citizens.

“Your behavior, your sensitivity, your efficiency, your honesty, all this will determine what that citizen’s experience with the government is like,” he said.

‘Nagrik Devo Bhava’ Mantra for New Recruits

Concluding his address, Modi called upon the newly appointed government employees to follow the principle of ‘Nagrik Devo Bhava’, or “The Citizen is Divine”, in their daily work.

He said serving citizens is equivalent to serving the nation and expressed confidence that the new appointees would discharge their responsibilities with dedication across various government departments.

“Your success will be even greater when your work makes a citizen’s life easier,” Modi said.

The 20th Rozgar Mela marks another step in the government’s ongoing initiative to provide employment opportunities to young people and induct new personnel into various government departments and organisations.
