HPMIS Portal Brings Greater Transparency to Apple Procurement: CM Sukhu.

The Himachal Pradesh government has procured more than 8,000 metric tonnes of apples under the Market Intervention Scheme (MIS) so far, with over 17,000 apple growers registered on the newly digitized HPMIS portal. The procurement, which began on August 1, 2026, through 213 Apple Collection Centres (ACCs) operated by HPMC and HIMFED, will continue until October 31.
Chief Minister Sukhvinder Singh Sukhu said the digitization of MIS operations has brought greater transparency, accountability and efficiency to the apple procurement process. The HPMIS system covers the entire procurement chain, including farmer registration, digital receipts, transportation, processing, monitoring and payment.
HPMIS is available through Android and iOS applications, while farmer registration has been made mandatory as a one-time exercise. Farmers who register this year will not be required to repeat the registration process in subsequent years. They will only need to inform the concerned Apple Collection Centre through the HPMIS portal before depositing their produce.
Under the digitized system, the quantity of apples accepted under MIS is recorded electronically and a digital receipt is generated for the farmer. The receipt is also made available through the farmer’s registered mobile number or account. Eligible payments are transferred directly to registered bank accounts through Direct Benefit Transfer (DBT), subject to verification and fulfilment of scheme conditions.
The government has advised farmers to ensure that their mobile numbers and bank account details are correctly updated on the portal.
The digitization has also enabled real-time monitoring of procurement, transportation and processing at HPMC plants in Parala in Shimla, Parwanoo in Solan and Jadol in Mandi. Digital receipts, challans, reports and registers have reduced paperwork and the need for repeated visits to government offices.
Apple is Himachal Pradesh’s major fruit crop, accounting for around 80 per cent of total fruit production and nearly half of the area under fruit cultivation. Shimla is the state’s leading apple-producing district, followed by Kullu, Kinnaur and Mandi.
Farmers can register through self-registration, Common Service Centres/Lok Mitra Kendras or with assistance from Gram Panchayats. In Shimla district alone, 681 Lok Mitra Kendras are available to facilitate registration.
CM Sukhu said the MIS provides crucial support to growers during periods of market glut by ensuring an assured channel for the disposal of apples. He said procurement under the scheme also promotes processing and value addition while helping regulate the arrival of low-grade fruit in the open market.
Calling the digitization of MIS for the 2026-27 season an important reform, the Chief Minister said one-time registration, digital receipts, real-time monitoring and DBT would reduce procedural difficulties and facilitate timely payment to eligible farmers.
He urged apple growers to complete their HPMIS registration at the earliest, use designated Apple Collection Centres and keep their mobile and bank details updated to ensure smooth access to the scheme’s benefits.
