In a major diplomatic breakthrough, the Democratic Republic of the Congo (DRC) and the Republic of Rwanda have taken significant steps toward implementing their landmark Peace Agreement, signed just over a month ago in Washington, D.C. From July 30 to August 1, 2025, the United States hosted a series of high-level meetings to support the bilateral accord, focusing on regional security and economic cooperation.

Progress on Regional Security and Oversight

On July 31, officials from the DRC and Rwanda convened the inaugural session of the Joint Oversight Committee, a body mandated by the Peace Agreement to supervise implementation and mediate any arising disputes. The United States, the State of Qatar, the Republic of Togo — in its role as African Union facilitator — and the African Union Commission observed the proceedings.

During this foundational session, the committee appointed its Chairpersons, established governing terms, and laid the groundwork for launching the Joint Security Coordination Mechanism — a key structure aimed at addressing cross-border threats, disarmament of militias, and enhancing border surveillance.

Economic Framework Initialed

A major development occurred on August 1 when representatives from both nations, under U.S. facilitation, initialed the text of the Regional Economic Integration Framework Tenets. This framework, required under the Peace Agreement, outlines concrete steps for cooperation in critical sectors: energy, infrastructure, mining, national park management and tourism, and public health.

According to the U.S. State Department, this economic plan is central to unlocking the “immense economic potential” of the Great Lakes region and ensuring that peace brings tangible benefits to local populations.

U.S. Reaffirms Commitment to Peace and Prosperity

Tammy Bruce, spokesperson for the U.S. Department of State, underscored the importance of these developments:

“This week’s meetings represent a significant step forward in implementing the Peace Agreement, with the DRC and Rwanda taking meaningful actions to advance security and economic cooperation.”

She also reaffirmed the U.S. commitment to facilitating continued progress and announced plans to host a Summit of the Heads of State in Washington, D.C. The summit is expected to bring together regional leaders to further bolster peace, security, and sustainable development in Central Africa.

A Turning Point for the Great Lakes Region

The Peace Agreement signed on June 27 in Washington has been viewed as a potential turning point in DRC-Rwanda relations, which have historically been fraught with tension, cross-border conflict, and regional instability. The latest developments suggest a shared willingness to move toward reconciliation and collaboration.

As the DRC and Rwanda shift focus from confrontation to cooperation, the international community watches closely, hopeful that this new chapter may finally bring lasting peace and prosperity to the Great Lakes region.
