Bye-Elections Announced for 8 Assembly Constituencies Across 7 States and UTs: Voting on November 11.

In a significant move to fill legislative vacancies across the country, the Election Commission of India (ECI) has announced the schedule for bye-elections to eight Assembly Constituencies in Jammu and Kashmir, Rajasthan, Jharkhand, Telangana, Punjab, Mizoram, and Odisha. These polls will take place on November 11, 2025, and counting of votes will be held on November 14, 2025.

The bye-elections are necessitated due to resignations, disqualifications, and deaths of sitting MLAs, as detailed by the Commission.

Assembly Constituencies and Reasons for Bye-Elections:

Electoral Rolls and Voter Registration:

 

The ECI reaffirmed its commitment to ensuring clean, updated electoral rolls. Special Summary Revisions (SSR) were carried out:

For Jammu & Kashmir, rolls were finalized with a qualifying date of April 1, 2025.

For other constituencies, SSR was based on July 1, 2025.

Final publication dates range between May and October 2025.,

Voter enrollment continues until 10 days before the last date of nomination, allowing eligible citizens to register.

Polling and Voting Technology:

 

All polling stations will use Electronic Voting Machines (EVMs) and Voter Verifiable Paper Audit Trails (VVPATs). The Commission has ensured sufficient supply and testing of machines for smooth conduct.

 

Voter Identification

 

EPIC (Voter ID Card) will be the primary identification document. However, the following alternatives will also be accepted:

Aadhaar Card

 

MGNREGA Job Card

Bank/Post Office Passbook with photo

Driving License, PAN Card, Passport

Ayushman Bharat/Health Insurance Cardiff City

Pension documents, Service ID Cards, UDID Card, etc.

 

Model Code of Conduct (MCC)

 

With immediate effect, the Model Code of Conduct has come into force in all districts where bye-elections are to be held.

Transparency on Criminal Background

Candidates with criminal records must disclose their backgrounds via:

Three public disclosures in newspapers and TV channels during the campaign.

Political parties must also publicize reasons for choosing such candidates within 48 hours of selection.

This follows the Supreme Court directives in WP (C) No. 784/2015 and WP (C) No. 536/2011.

Voter awareness about candidates’ backgrounds will be facilitated through the ‘Know Your Candidates’ app.

No Dues Certificate for Candidates

Candidates who occupied government accommodation in the last 10 years must furnish No Dues Certificates related to rent, electricity, water, and telephone bills.

The Election Commission has reiterated its commitment to free, fair, transparent, and inclusive elections. With poll dates now official, political activity is expected to intensify across the eight constituencies in the coming weeks.
