Himachal Showcases Three Years of Governance Reforms and Public-Centric Development at Grand Jan Sankalp Rally in Mandi.

The Himachal Pradesh Government marked the completion of its three-year tenure with a grand Jan Sankalp Rally at Paddal Ground in Mandi district on Thursday. Thousands of people from across the state gathered for what turned into a vibrant public celebration of governance, development and policy transformation.
Chief Minister Sukhvinder Singh Sukhu, addressing the massive crowd, described the government’s journey as one of public trust, transparent governance and systematic transformation (Vyavastha Parivartan). He said his administration had worked with unwavering commitment to strengthen the state’s economy, empower youth, protect vulnerable sections and build a prosperous, green and self-reliant Himachal Pradesh.

Major Announcements and Achievements Highlighted
The Chief Minister emphasized that his government inherited a financially strained state, alleging that the previous BJP government had depleted financial resources. Despite this, he said, the present administration implemented several landmark reforms from day one to stabilize the economy and drive it towards self-reliance.
He noted that seven out of the ten pre-poll guarantees had been fulfilled, bringing major relief across social and economic sectors. Among the most impactful decisions, he highlighted:
Restoration of the Old Pension Scheme (OPS) benefiting 1.36 lakh employees, accomplished in the very first cabinet meeting.
Launch of the Rs. 680-crore Rajiv Gandhi Start-up Scheme for youth.
Introduction of English-medium education from Class 1 in all government schools.
Implementation of Himachal’s highest Minimum Support Price (MSP) on milk—Rs. 51/litre for cow milk and Re. 61/litre for buffalo milk.
Procurement of cow dung Rs. 300 per quintal to strengthen rural income.
Adoption of a Universal Carton system and the state’s first comprehensive horticulture policy.

Sukhu further stated that 23,200 government jobs had been provided in three years—exceeding the previous government’s performance in five years. He accused the BJP of leaving behind a debt of Rs. 76,185 crore, and said his government was repaying both principal and interest responsibly, with 70% of additional loan utilized for clearing old liabilities.
Relief, Education and Health Sector Milestones
Recalling the massive losses during the 2023 and 2024 monsoon disasters, the Chief Minister said Himachal had suffered nearly Rs. 12,000 crore losses both years. He claimed the Centre did not extend adequate special assistance, forcing the state government to provide a Rs. 4,500 crore relief package from its own resources.
He highlighted social initiatives such as:
Adoption of 6,000 children as “Children of the State” under Mukhyamantri Sukh-Ashraya Yojna.
Free education for children of widows, destitute and disabled parents under Indira Gandhi Sukh Shiksha Yojna.
Sukhu expressed pride that Himachal’s national education ranking improved to 5th from 21st under the previous regime. The state is introducing CBSE curriculum in 100 schools, and construction of 20 Rajiv Gandhi Day Boarding Schools is underway.
In the health sector, robotic surgery has been introduced for the first time in Himachal at AIIMS Chamyana and Tanda Medical College—a significant leap in healthcare modernization backed by a Rs. 3,000 crore investment.
Revenue Reforms, Green Energy Push and Tourism Development
The Chief Minister said over 4.63 lakh long-pending cases had been settled through Special Revenue Lok Adalats. To strengthen agriculture and natural farming, the government is purchasing wheat at Rs. 60/kg, maize at Rs. 40/kg and raw turmeric at Rs. 90/kg.

The state plans to spend Rs. 3,000 crore on tourism infrastructure, with Kangra being developed as Himachal’s tourism capital and an international-level zoo worth Rs. 619 crore coming up at Bankhandi, Dehra.
Reaffirming the government’s green commitment, he said Himachal is progressing rapidly towards becoming a Green Energy State, with six green corridors established and the Rajiv Gandhi Van Samvardhan Yojna underway. The government aims to meet 90% of future energy demand in industry and transport through renewable sources.
The CM issued a strong message against drug peddling, asserting that those selling “chitta” have no place in Himachal, and vowed to eradicate the menace entirely.
Congress Leadership Hails State’s Progress
Himachal Pradesh Congress in-charge Rajani Patil lauded the government’s achievements and called the tenure a period of visionary leadership, trust and future confidence. She said the Congress had delivered not just promises but concrete results, overcoming political and economic challenges.
Deputy Chief Minister Mukesh Agnihotri termed the three-year journey “historic,” citing achievements in education, health, transport, culture, water supply, agriculture and employment. He said the Himachal Model was gaining national recognition. He also criticized certain BJP leaders for allegedly misleading the Centre and obstructing the state’s rightful claims.

State Congress President Vinay Kumar said these three years would be remembered as a golden chapter of transformative governance. He announced a state-wide awareness campaign to ensure every household understands the benefits of government schemes.
Rally Attended by Large Number of Dignitaries
Several ministers, MLAs and department heads also addressed the gathering. A documentary by the Information & Public Relations Department showcasing three years of government achievements and future plans was screened. The event saw the presence of Speaker Kuldeep Singh Pathania, Cabinet Ministers, senior officers, party leaders, and dignitaries from various walks of life.
