127th Birth Anniversary of Balwant Rai Mehta Celebrated with Enthusiasm in Himachal Pradesh.

The 127th birth anniversary of Balwant Rai Mehta, the founding President of the All India Panchayat Parishad and a pioneer of democratic decentralization in India, was celebrated with great enthusiasm at Satya–Prem Bhawan, Bhutti Colony, under the banner of the Himachal Pradesh State Panchayat Parishad.

The event witnessed the presence of several prominent leaders and members associated with Panchayati Raj institutions. Executive President of the All India Panchayat Parishad and former Minister, Satya Prakash Thakur, attended the function as the Chief Guest.
Floral Tribute and Renewed Commitment
The ceremony commenced with floral tributes to the portrait of Dr. Mehta. Participants collectively pledged to follow the path shown by the visionary leader who laid the foundation for decentralized governance in India.
General Secretary Kishan Thakur urged the government to take concrete steps to further strengthen Panchayati Raj institutions. Gulzar Mohammad Bharti, while addressing the gathering, emphasized the need to integrate constitutional rights and public aspirations more effectively with the Panchayati Raj system.
Panchayats as Pillars of Holistic Development
In his address, Satya Prakash Thakur stated that the core function of Panchayats goes beyond mere regional development. He highlighted that Panchayati Raj institutions play a vital role in ensuring the social, economic, cultural, and intellectual development of rural communities. Referring to Dr. Mehta as a “legendary architect” of the Panchayati Raj system, he described him as a dedicated visionary committed to decentralization and grassroots democracy.

Speakers also paid rich tributes to national leaders who contributed significantly to strengthening Panchayati Raj in India, including Jayaprakash Narayan, S. K. Dey, Jawaharlal Nehru, Lal Bahadur Shastri, Indira Gandhi, Rajiv Gandhi, and Atal Bihari Vajpayee.
Particular mention was made of Rajiv Gandhi’s efforts in providing constitutional status to Panchayati Raj institutions—an initiative that remains a milestone in India’s democratic framework.
Strengthening Panchayati Raj in the Present Context
Speaking in the contemporary context, Satya Prakash Thakur noted that Prime Minister Narendra Modi and Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu are committed and sensitive towards strengthening Panchayati Raj institutions. He stressed the need to further reinforce these institutions constitutionally to fulfill the dreams of Dr. Balwant Rai Mehta.
President of the Himachal Pradesh State Panchayat Parishad, Premlata Thakur, expressed gratitude to all dignitaries and representatives associated with Panchayati Raj institutions. She announced that the Parishad would soon move forward with a new draft proposal, promising a renewed and strengthened framework for Panchayats in the state.
The event was attended by several former and present representatives, including former Pradhan Ishra Devi, Harsha Thakur, former Zila Parishad member Kishan Thakur and other dignitaries.
The program concluded with a collective resolve to uphold the ideals of decentralization and grassroots empowerment envisioned by Dr. Balwant Rai Mehta.
