Himachal Secures Record 47.1% Revenue-Sharing Bid for Wildflower Hall Hotel in Shimla.
35-Year Licence Agreement Expected to Generate Around Rs. 2,000 Crore; Successful Bidder to Invest ₹50 Crore in Hotel Property.
Shimla:
Himachal Pradesh has secured a record-breaking revenue-sharing bid of 47.1 per cent of the annual gross revenue for the operation and management of the prestigious Wildflower Hall Hotel in Shimla, marking a major milestone in the state’s efforts to maximise returns from public assets.
The state government has successfully concluded the competitive e-auction process for granting licence rights for the operation and management of the iconic hotel. The bid is stated to be the highest-ever revenue-sharing offer in India for a transaction of this nature.
The achievement comes under the leadership of Chief Minister Sukhvinder Singh Sukhu, who said that the arrangement would ensure substantial and sustained financial returns to the state while retaining complete ownership of the hotel and its underlying assets with the government.
According to the government, the agreement will remain valid for 35 years and is expected to generate approximately Rs. 3 crore per month for the state exchequer, with an annual escalation of three per cent. The total revenue over the licence period is projected to reach approximately Rs. 2,000 crore. In addition, the successful bidder will pay an upfront licence fee of Rs. 24 crore and undertake a committed minimum investment of Rs. 50 crore in the hotel property.
The successful conclusion of the e-auction follows nearly 25 years of prolonged litigation concerning the ownership and control of the property. The matter was eventually resolved through judicial proceedings before the Supreme Court, following which the hotel property was restored to the state government.
As a result, the state has secured complete ownership and control of the hotel land and property, the Joint Venture Company and its associated assets and rights, along with cash accruals of approximately Rs. 400 crore.
The government stated that the transparent and competitive bidding process would help unlock the economic potential of the prestigious tourism property while ensuring that its ownership remains with the state. The initiative is also expected to strengthen Himachal Pradesh’s financial position and promote the development of world-class tourism infrastructure.
Chief Minister Sukhvinder Singh Sukhu said that his government was committed to protecting the legitimate rights and interests of Himachal Pradesh in every major project and public asset. He described the successful resolution of the Wildflower Hall matter after nearly 25 years of litigation as a significant achievement for the state.
He further said that the government had consistently pursued the state’s interests in important projects, including the Kishau Multipurpose Project and matters concerning JSW, to ensure that Himachal Pradesh received its rightful benefits.
The Chief Minister asserted that the government would not compromise on the interests of the state and its people and would continue to pursue such matters firmly and transparently.
He said that the restoration of Wildflower Hall, securing a record-breaking revenue-sharing bid and ensuring substantial long-term financial returns reflected the government’s commitment to safeguarding public assets and strengthening the state’s economy.
Sukhu also appreciated the dedicated efforts of the administrative machinery, consultants and legal teams whose sustained work and professional commitment helped protect the state’s interests and achieve this milestone.
He reiterated that the government would continue to adopt transparent, accountable and result-oriented approaches to ensure that the state’s resources and assets were utilised in the best interests of its people.
