BBNDA Land Pooling Policy Set to Accelerate Infrastructure Growth in Solan District.

The State Government has unveiled the Baddi-Barotiwala-Nalagarh Development Authority (BBNDA) Land Pooling Policy-2025, a major initiative aimed at fostering organized and sustainable development in the Baddi-Barotiwala-Nalagarh (BBN) region of Solan district. This policy is designed to transform disorganized land holdings into systematic, well-planned urban layouts with active cooperation from landowners, ensuring improved infrastructure and urban planning without the need for compulsory land acquisition.
Chief Minister Sukhvinder Singh Sukhu emphasized that the policy enables land pooling and collaborative development with landowners’ consent, making it easier to provide essential services and structured urban layouts in the area. The BBNDA will take charge of development projects in various sectors including residential, commercial, institutional, mixed-use, and infrastructure, specifically in urbanizable zones that are included in the approved Development Plans.
Under the new policy, the BBNDA will identify land for potential projects or invite voluntary participation from landowners via public advertisements. Interested landowners can submit applications directly or through aggregators, either online or offline, within a specified 60-day window, which may be extended by the Authority. Once applications are received, they will undergo a 30-day scrutiny process, after which necessary approvals will be secured to move forward with the project.
Once the projects are approved, the layout plans will be publicly released within two months. Landowners participating in the scheme will receive plots proportionate to the saleable area as per the approved plan. They will be required to execute a sale deed and transfer the land to the BBNDA within 60 days of the allotment notification. Notably, the State Government has also exempted registration fees and stamp duty for the transfer of land.
The Chief Minister highlighted that this policy aims to streamline development in the BBN area, ensuring a well-organized urban infrastructure that will drive economic growth. By encouraging active participation from landowners, the government intends to achieve sustainable, inclusive development for the region, which will ultimately benefit the local community and attract further investments.
With its comprehensive approach, the BBNDA Land Pooling Policy is expected to play a significant role in reshaping the BBN area, providing a modern infrastructure base and creating an environment conducive to growth and prosperity.
